Sustainable development will not be achieved by separating activities and creating specific areas for specific types of activities. Sustainable development implies the integration of activities and of objectives. New ways of thinking and of doing are needed. Some models have been developed as approaches to implementing sustainable development. The Man and the Biosphere Program (MAB) of UNESCO, for example, is a global program that “recognizes initiatives that explore and demonstrate approaches to sustainable development on a regional scale” (UNESCO, 1995, p. 3). Areas recognized as Biosphere Reserves link the objectives of conserving landscapes, ecosystems and biodiversity, and fostering economic and human development. Such reserves consist of three zones where the conservation, development and logistic support functions are combined. The first zone, or the core, is assigned a high level of protection through legislation. The buffer, or second zone, surrounds the core or is contiguous to it, and is managed so that only activities compatible with conservation objectives are permitted. Sustainable resource management practices are the basis of the third zone, which is the outer transition zone. The MAB program can serve as a model in the development of Canadian methods to implement sustainable development, as long as the rights of resource users are clearly identified for each of the zones and the rights to explore and develop are not removed at a later date.

Le PHB et les réserves flottantes marquent une étape dans la gestion de paysages entiers selon les principes du développement durable. La gestion du paysage devrait se traduire par l’aliénation d’un moins grand nombre de terres, et non d’un plus grand nombre, puisque la gestion environnementale et l’administration de tout le paysage rendent possible l’intégration d’activités de protection dans le paysage tout entier. En théorie, de tels modèles présentent de nombreux avantages par rapport aux réseaux de zones protégées isolées. Grâce à la gestion des régions avoisinantes et des réserves flottantes, on peut éviter l’empiétement d’activités sur des zones protégées de base. De plus, ces modèles constituent un moyen d’établir des partenariats et de tendre vers un processus décisionnel axé sur l’écosystème qui intègre véritablement tous les intérêts et qui contribue à réduire les différends au minimum.
