To grow cycling, traffic planners often position cycling paths on pedestrian pavements, as this is often much easier than to take away space from car traffic (parking or traffic lanes). Pedestrian areas in city centres can form obstacles for cyclists – thus the question often is whether they should be allowed or not – especially as such zones often provide safe cycling routes in a car-oriented city centre. In places with high numbers of pedestrians, this will inevitably create discomfort – especially for pedestrians. However, experience and research show that with good design the situation is largely self-regulatory. A study of over 100 pedestrian zones in the Netherlands showed that the number of cyclists in such zones is largely independent of whether cycling is allowed or not, but mostly dependent on the number of users. Um den Radverkehrsanteil zu steigern positionieren Verkehrsplaner Radwege oft auf Fußgängerwegen, da dies oft viel einfacher ist, als den Platz dem Autoverkehr (Parkplatz oder Fahrspuren) weg zu nehmen. Fußgängerzonen in den Innenstädten können Hindernisse für Radfahrende darstellen - so stellt sich oft die Frage, ob dort Radfahren erlaubt werden soll oder nicht - zumal solche Zonen oftmals sichere Radrouten in einem autoorientierten Umfeld bieten. An Orten mit einer hohen Anzahl von FußgängerInnen wird dies unweigerlich zu Unbehagen führen, vor allem seitens der FußgängerInnen. Erfahrung und Forschung zeigen jedoch, dass die Situation bei gutem Design weitgehend selbstregulierend ist. Eine Studie von über 100 Fußgängerzonen in den Niederlanden hat gezeigt, dass die Anzahl der Radfahrenden in solchen Zonen weitgehend unabhängig davon ist, ob Radfahren nun erlaubt ist oder nicht, aber meistens abhängig von der Anzahl der NutzerInnen. Per incoraggiare la ciclabilità, spesso i pianificatori mettono le corsie ciclabili sui marciapiedi, cosa che spesso è assai più semplice del togliere spazio al traffico automobilistico (su corsie carrabili o parcheggi). Le aree pedonali nei centri cittadini possono costituire degli ostacoli per i ciclisti (tanto che spesso ci si domanda se questi possano accedervi o meno), specialmente in quanto sono spesso tra le poche zone in cui è sicuro pedalare, rispetto al resto del centro che è votato all’auto privata. Ciò crea inevitabilmente disagi per i pedoni, specialmente quando questi sono tanti. Tuttavia l’esperienza e la ricerca mostrano che, con una buona progettazione, la situazione permette tranquillamente l’autoregolazione. Uno studio condotto su più di 100 zone pedonali in Olanda ha mostrato che il numero di ciclisti in tali zone è decisamente indipendente dal permesso di circolazione per le biciclette e dipende invece soprattutto dal numero di utenti.
