Children who live in shanty towns, extremely rural areas or areas affected by conflict are generally excluded from education. Likewise, children with disabilities or who are affected by HIV/AIDS have limited opportunities for schooling.

L’IE soutient résolument la recommandation du rapport que les gouvernements renforcent leurs efforts en faveur des groupes marginalisés, tels que les minorités ethniques, les ménages pauvres vivant dans des bidonvilles ou des zones rurales reculées, les enfants handicapés et les populations confrontées au VIH/SIDA ou aux conflits armés.
The GMR 2010 emphasises the overarching need to reach out to learners who are marginalized, for whatever reason, whether it be poverty, remote rural location, ethnic status, gender, language, disability, or any other factor. EI strongly supports the Report’s recommendation that governments have to do far more to extend opportunities to marginalised groups such as ethnic minorities, poor households in deprived and remote rural areas, children with disabilities, those affected by HIV/AIDS or armed conflict.

El Informe revela que los desembolsos de las ayudas se están estancando.
