Zoran Milanović: Croatia Has a Heart, but a Brain too
Similar statements came out of Ljubljana. This forced Croatian Prime Minister Zoran Milanović to call an emergency press conference, at which he directed sharp criticism at the entire EU, as well as at Slovenia and Hungary. He attacked the opposition as well. Mr Milanović began by saying that the current situation is not threatening Croatia’s security but it does create a problem. Unlike other states Croatia has a heart, but it also has a brain. We are not going to build wire fences, the physical shutdown of the borders is impossible, said Zoran Milanović. “Our neighbours have very quickly joined forces in solidarity and are pointing a finger at Croatia. What do they want us to do? To close the border? To act like Hungary? To put up barbed wire?”, asked the prime minister. He did, however, warn that the current situation will have negative effect on tourism, which is a staple livelihood for Croats. Many tourists will cancel their reservations in fear that they will not be able to go back home if Slovenia and Hungary keep their borders closed.

Done! The member states are tired of being mentored and the Commission is tired of being the bad cop. This is how the outcome of the functioning of the European semester can be summarised. Against the backdrop of the great ambition during the upgrade of the Stability and Growth Pact the implementation of the CSRs is very low. That is why the Commission has radically changed its approach as this year it presented a tangible modification of the recommendations. They are now much more concise, more specific and aim to resolve problems that can deliver quickly. As Vice President Valdis Dombrovskis (Latvia, EPP) explained after the ECOFIN meeting last Tuesday (12 May), this year's recommendations focus on "key macro-economic and social priorities that need to be addressed by each Member State in the coming year, to year and a half".

The President disagreed with Moscow’s assessment that, currently, the world is in a state of a new Cold War. He repeated his idea of two years ago, stated at the Munich Security Conference, that at the moment the world is in a state of a Cold Peace. “Peace, because nobody wants a war, but Cold Peace because we see confrontation and methods from the Cold War time - propaganda wars, cyber-attacks, proxy and hybrid warfare. And some countries got “cold”, destabilised and weakened through frozen conflicts”, stated the President.

The right-wing part is represented by their new coalition partner, who fell out of the Patriotic coalition – the Croatian Peasant Party (HSS), which is deeply conservative. Milanović himself, during the debate on the HRT, qualified himself as a man “with a left-wing heart and a conservative head”. He explained this controversial ideological coexistence thus: “I am a Social-Democrat, not a conservative, but I am also a Croat, Croatian Social-Democrat. I know well how to oppose well the cool-headed brains in Brussels. I can do this very well. You will see.” This means that Zoran Milanović has undergone a slight transformation and a minor upgrade. While being a moderate Social-Democrat, Mr Milanović positioned himself as an Eurosceptic – meaning a politician, who will not silently obey Brussels and will stand for the interests he feels are the national ones.

And again, all curious journalists are supposed to run after the minister. We are now staring at the new minister of healthcare Anna-Maria Borissova who is already speaking. What makes a strong impression is that her team consists of very young people, dressed as if for a ball at the queen's palace, but these are just details. No one has time to learn the dress code in a time of reforms! In the very beginning of her presentation doctor Borissova caused bewilderment:

Hannes Swoboda (Austria), leader of the group of Socialists and Democrats in the Europarliament, however, did not agree with the premier of Finland and advised him not to quote the Finnish crisis as an example because it had nothing to do with the euro. The eurozone is something different, he said, and called also the Latvian crisis not to be given as an example no matter that Latvia went through the severest crisis in its history of an independent state, but for a minimum number of years it managed not only to recover, but also to become the only country that wants in these troubled times to join the single currency.

Financial regulation will be a subject of serious discussions at the G20 summit in Toronto in the summer. It is with this layer that France proved to be the author of diplomacy. In an informal speech (according to Sarkozy, the speech was not written and came "from the heart") at the Columbia university in New York, a day before his meeting with Barack Obama at the White House, Nicolas Sarkozy announced: "If Europe and the US do not redesign this new model then no one else will do it. That is something you really have to understand. Alone Europe will not be able to impose its ideas. Standing alone the US will not be able so either. But if we together do not come up with new fresh ideas then no one else will do it instead of us. And that is the reason why I am here, that I have come to the States".

And while we, journalists, from different parts of the world are often subjected to strict rules against lies and defamation, politicians are entitled to speak whatever they want to with total impunity. Their only limitation in developed democracies is not to propagate hatred, violence, and not to violate good manners. But even if they do, the most punishment they get is a fine or a civil suit. In extreme cases it could get to a resignation. There are no sanctions for lying, however. So from different stands you can hear all sorts of things, whose goal isn’t supporting a specific cause or ideology, but winning the trusty heart of the voter, who is being convinced that his saviour has finally arrived.

Perhaps one of the reasons why the British prime minister speaks so directly about the euro area problems is that last week the Moody 's rating agency downgraded 12 British banks. Then Finance Minister George Osborne said that the British banks were liquid and they were not experiencing the current problems of some banks in the euro area. Obviously, however, the UK cannot remain isolated from the general feeling of insecurity. Along with the British banks, Moody 's has also cut the credit rating of nine Portuguese banks.

This enhanced even further the expectations that President Mubarak would indeed step down. Furthermore, rumours started spreading that his national address was pre-recorded and that the head of state had actually left the country. But the denouement late in the evening was different. Mr Mubarak appeared on state TV and addressed directly the protesters at Tahrir Square and the entire country. "I am addressing you all from the heart, a father's dialogue with his sons and daughters", the 82-year old president started his address. Further on Mubarak pledged under

Ruža Tomašić: Whatever is interest of Croatia. Everything - from funding to language, to culture to whatever it takes. Because I'm going there with an open heart, I'm going there not with the thought 'I need a career, I have to make sure somebody likes me because my career can get further that way'. I'm going there to say 'I'm only there for 10 months and I want to leave and I want my name to be known as someone who really worked hard for the interest of Croatia'.

In that period, the global economy was gaining speed and ahead of the EU were clear skies and calm waters. Cyprus, aside from being a part of that romantic period, is also a part of geopolitical decisions. After the failed attempts for unification of the island and the lack of clarity whether and when Turkey will begin accession negotiations, brining in an unresolved and very complex problem in the very heart of the EU - the eurozone - was a time bomb. But who could tell then that the bomb would be economic?

Milanović ‘s war with Orbán and Vučić cannot be viewed apart from the context of the coming parliamentary elections for the subject has turned into a major axis for exchanging statements between the leaders of the two largest parties. The government’s ratings are falling way behind in opinion polls. The shutting down of border crossings just two days after the transfer of the refugee wave towards Croatia was an answer to HDZ’s criticisms. If the HDZ asks for tightening of border control for the refugees, Milanović’s Social Democrats start demonstrating more vigorously how open the Croatian heart is to refugees and how more humane the government in comparison with the opposition, but they are enforcing stricter measures. The obviously winning strategy of Milanović to present himself as a humanist has forced Karamarko to mellow out his position considerably.
