Last but not least, the Commission demanded from Croatia to hold stress tests and asset quality reviews of the smaller and medium-sized Croatian banks in parallel with the ECB's tests for the banks that originate from the euro area. And although it is explained that it is necessary the education to turn to the business and to optimise spending for health care, the Commission generally believes that these two sectors are doing relatively well and reforms are taking place. This is precisely why it is odd that the prime minister preferred to keep his deputy Branko Grcic, who is responsible for the EU funds, but his deputy prime ministerial function is to monitor the entire economic sector, instead of doing a serious government reform, provoked by the country-specific recommendations. Even worse, Mr Milanovic did not mention not even once the recommendations for Croatia during his news conference on June 11th.

According to her colleague Sylvie Goulard (ALDE, France),“in comparison with the previous round of stress tests, this time the criteria are tougher and include analysing exposures to sovereign debt and disclosing these exposures. This is essential if these stress tests are to be considered credible.” Moreover, she stressed that “there is a clear link between the sovereign debt crisis and the resolution of the crisis in the banking sector and this needs to be acknowledged if it is to be resolved. I believe that these stress tests are a first step in this direction”.

Last year's tests were strongly criticised for being neither sufficiently severe, nor sufficiently public. As a result, Irish banks, for example, although they had passed the tests, had to be "rescued" by the state with an amount of 50 billion euro and another 130 billion euro from the ECB. According to Commissioner Rehn, last year's methodology was good, but there were "weaknesses" in the way some national regulators carried the 2010 tests out. So, this year the European supervisory authorities will monitor compliance at a national level. In addition, the newly established European Banking Authority will organise parallel testing of liquidity.

The IMF is much harder in its analysis and recommendations pointing out that with its current actions Bulgaria is dooming the convergence of income to a very low pace. Moreover, it is expected the age, gender and regional income disparities to be maintained. In this spirit, the IMF deems very important the fight against corruption and strengthening the rule of law to restore trust in key institutions. Both the IMF and the Commission pay significant attention on the problems in the financial system that emerged with the KTB case (Corporate Commercial Bank). These problems are addressed in the second specific recommendation where the need of an independent quality asset review is emphasised for the entire banking system together with stress tests in close cooperation with the European bodies. In parallel, it is recommended to review the portfolios of the pension funds and the insurance sector.

The EU Commissioner was heavily criticised by MEPs that the planned stress tests would not be sufficient; that they are not obligatory; and that they should require member states to commit to eliminate any problems the tests might reveal or to stop failed facilities. Also criticised was the idea the stress tests to be realised by national regulators. "We cannot oblige member states to control themselves. This must be done by independent experts in full transparency", Lena Ek said, MEP from the Alliance of Liberals and Democrats for Europe (ALDE) in the European Parliament.

The Commission pays attention to the fact that four of Croatia's biggest banks will be subjected to stress tests and asset quality reviews by the ECB this year because they are foreign. This is precisely why the Croatian authorities are recommended to perform a similar procedure for the rest of the banks, especially the medium and smaller ones which are possible to have lower quality assets. High quality assets is a major condition for financial stability.

The IMF believes that measures should be pursued to separate bank and sovereign risk, including by making the ESM (the permanent eurozone fund) operational expeditiously for bank recapitalisations. Strong capital buffers are also needed to allow banks to perform their intermediating role effectively, to stimulate growth, thus safeguarding the financial stability.

With these decisions the EU is attacking the debt crisis not only in Greece but in the euro area as a whole, including the most painful spot - the recovery of the banking sector. As explained by Mr Barroso, the second European stress tests “revealed remaining pockets of vulnerability in the European banking system. We give the markets a credible commitment to recapitalise those banks which have failed or nearly failed the test.” He recalled that the Commission had insisted on such a change in the scope of the EFSF half a year ago and stressed that now “we will be in a position to act whenever damage threatens. Unlike before, when we needed to wait for substantial damage to occur before we could intervene.”

At the same time, as the Financial Times writes in a comment, the big problem of the euro area is that banks were not subjected to auspicious stress tests, like in the U.S. Similar opinion expressed a few days ago the former Belgian Prime Minister, now leader of the Liberal Democrats in the European Parliament, Guy Verhofstadt. Eurozone finances are channelled through banks, not securitised like in the US, the newspaper writes. “Germany, rather than admitting the state of its banks, rescues Greece to bail them out on the sly, at the cost of stoking popular outrage. The longer leaders suppress how bad things are, the worse the outcome.”

The biggest problem is to find a painless, but relentless mechanism to build the state institutions from scratch without any connections to the past, to Russia, to the secret services. The level of suspicion, conspirativity and mistrust is without any analogue. Tests are being developed to select human resources for work, but there are still furious disputes about the criteria. People want to make sure that those who will start work in the future public institutions will not be susceptible to bribes or influence. They want to make sure that whoever governed the country will never allow monopolies, especially from Russia's part. Bulgaria's links with Moscow are practically frozen. The natural gas deliveries for Bulgaria are completely off. It is a problem that winter is approaching and it is expected to be cold.

Several problems emerged during the debate in the European Parliament on April 6 on the future nuclear stress tests and the standards for nuclear safety. What to do with those nuclear power plants that fail the tests, the future of nuclear energy in the EU in general, development of alternative energy resources and the usual problem with sharing of competences between the European institutions and the member states. Of all the opinions heard during the two-hour debate it also became clear that all arguments are generally right but practically are more and more hard to live together.

Today is the 25th of May. I have put a reminder in my phone and in the list my son gave me it is written that the beginning of the deadline for applications starts on the 26th. I'm mentioning this because I expected the first page of the Internet site of the Ministry to tell me what to do. Instead, I see, again, smiles, flags and to put it straight - the experience of the Ministry from the 24th of May celebrations. And, please, don't get me wrong - for me this day is very nice but not when in the 21st century I crash with total ignorance and obvious unwillingness the tens of thousands of parents to get help. And this definitely is lack of willingness. Anyway, I found the page with all necessary things a parent of a 13-14 year old would need to know for the high-school exams. But there AGAIN I see tests and the correct answers and all the information that would be absolutely useful ... but in the beginning of the semester. Maybe I will have to send my son to go to the school, which thanks God, is near to our home and we could afford going there couple of times until we've filed our documents correctly. I asked for a one-day-leave but, regretfully, I am the boss and I will have to deny myself the leave.

От 1 януари 2011 г. влезе в сила нова надзорна структура, която включва Европейския борд за системен риск (ЕБСР) и три надзорни органа: Европейският банков орган, Европейският орган за пазарите и ценните книжа и Европейският орган за застраховането и задължителното пенсионно осигуряване. Но по време на банковите стрес-тестове ясно се видя, че Европейският банков орган няма достатъчно правомощия и както и досега, всичко зависи от националните регулатори.

The European Union has already made attempts to achieve a common regulation of the financial sector. As of the 1st of January 2011 a new supervisory structure entered into force that includes the European Systemic Risk Board (EBSR) and three supervisors: the European Banking Authority, the European Securities and Markets Authority and the European Insurance and Occupational Pensions Authority. However, the bank stress tests clearly have demonstrated that the European Banking Authority does not have enough power and as before it all depends on national regulators. Separately, two years ago the European Commission presented its ideas for the creation of bank resolution funds, aimed at dealing with problematic banks without overloading the public budgets.

With the aim to ensure more transparency and accountability, there are several very important points in the agreement. The chair of the ECB supervisory board will participate in public hearings about the implementation of the supervisory tasks before the relevant EP committee, as depending on the European Parliament agenda, such hearings should take place at least twice a year. What strongly attracts attention in the agreement is that there is a whole page dedicated to rules about confidential meetings in the European Parliament which raises the question whether they could weaken the public hearings. The confidentiality rules agreed between EP and ECB are very strict and envisage much more frequent non-public hearings after which it is forbidden to make any public statements. Every participant in such confidential discussions will sign every time a formal declaration that they will not reveal before third parties the content of the discussions.

В интервю за The Financial Times той обясни, че това включва значително увеличаване на спасителния фонд EFSF от сегашните 440 милиарда евро, за да може фондът да налее до 2 трилиона евро в банките и на дълговите пазари. The package of measures, to be presented by both countries, will also include new proposals to strengthen the integration between the 17 eurozone countries, including through Treaty changes, Angela Merkel said. She has been preparing the ground for such a proposal for a long time, saying that changes in the European treaties should not be taboo. Paris and Berlin have already proposed the creation of a eurozone government. Moreover, a few days ago after meeting Dutch Prime Minister Mark Rutte, Angela Merkel said she supported the Dutch proposal for a special commissioner for the euro area. However, she did not comment on Mark Rutte's idea of possible expulsion from the eurozone.
