Досега единственият коментар, който сме получили по темата от Министерството на финансите, е общо описание на организацията на провеждането на стрес-тестовете. А по отношение на България - че "извън споменатите стрес-тестове, компетентните органи и централните банки традиционно провеждат и собствени стрес-тестове при симулирани от тях сценарии. БНБ също има многогодишна практика в тази посока, като информация за резултатите от стрес-тестовете се използва при анализа на състоянието на банковия сектор."

So far the only comment we have received on this subject by the Ministry of Finance, is a general description of the stress tests procedures. And regarding Bulgaria that “aside from the above mentioned stress tests, the competent bodies and the central banks traditionally hold their own stress tests, following their own scenarios. The Bulgarian National Bank also has a long practice in this field and the information from the stress tests is being used in the analysis of the situation of the bank sector.”

Members of the European Parliament asked the European Commission to ensure that this year's stress tests would be better organised than last year's, the results would be more reliable, and their publication would be more transparent. MEPs put their questions to European Commissioner for Internal Market and Services Michel Barnier, who assured them that he had taken notes from their statements and that appropriate conclusions from the first round of stress tests in 2010 had been made (a recording of the debate see here).

Polish Finance Minister Jacek Rostowski explained that Member States have explicitly insisted on the wording 'temporary buffer in exceptional circumstances’ to reassure financial markets that this was a single, temporary exercise that would not be repeated in the future. The requirement will apply to all systemically important banks that have participated in European stress tests, Mr Rostowski told reporters. The deadline to meet the new requirement is 30 June 2012.

The ECB will be exclusively competent for key supervisory tasks to detect risks for banks' viability. It will have the right to authorise and withdraw authorisation of credit institutions and to impose sanctions. The ECB will supervise compliance with capital, leverage and liquidity requirements and conduct supervision of financial conglomerates. The bank is entitled to conduct stress tests and investigations, including to request all the necessary information, to question bank representatives, as well as to carry out on-site inspections without prior announcement.

At the first meeting of the EU-South Korea Trade Committee, held on 12 October in Seoul, Korean Trade Minister Kim Jong-hoon and EU Trade Commissioner Karel De Gucht noted the success of the initiative and the quick overcoming of obstacles along the way. According to the European Commissioner, "the commitment and pragmatism of both sides" have secured the foundations for a good start of the deal. Both sides agreed to coordinate details in the area of electronics, such as the need for common testing of electronic products; and also for motor vehicles - such as rules for diesel emissions and safety standards on cars, and even for common standards on electric vehicles (e-cars).

Regarding the bank stress tests which have to be conducted by June 2011, European leaders underline “the importance of the peer review process to be conducted in close cooperation with national supervisors, the European Systemic Risk Board, the Commission and the European Central Bank in order to increase the consistency and quality of the results. A high level of disclosure for banks will be ensured, including on sovereign debt holdings”. Ahead of the publication of the results, Member States must be prepared with “specific and ambitious strategies for the restructuring of vulnerable institutions”.

The latest data show that the government will have to set aside 6.4 billion more (and maybe another 5 in case of unexpected losses) for Anglo Irish Bank. Allied Irish Banks (AIB) needs 3 billion and Irish Nationwide Building Society will receive 2.7 billion, the Financial Times wrote. Of these three banks, AIB was the only one included in the European stress tests conducted this summer. The results showed that AIB has passed the test, but is close to the threshold and will need additional capital, although far less than the current 3 billion euro.

Last year's tests were strongly criticised for being neither sufficiently severe, nor sufficiently public. As a result, Irish banks, for example, although they had passed the tests, had to be "rescued" by the state with an amount of 50 billion euro and another 130 billion euro from the ECB. According to Commissioner Rehn, last year's methodology was good, but there were "weaknesses" in the way some national regulators carried the 2010 tests out. So, this year the European supervisory authorities will monitor compliance at a national level. In addition, the newly established European Banking Authority will organise parallel testing of liquidity.

In this regard, it should be noted that the European Commission recommended Croatia in its first country-specific recommendations, the country to conduct stress tests and asset quality reviews of all its banks that are not owned by euro area banks in parallel to those the ECB is conducting because these banks could create problems nationally. The logic behind this recommendation is that a possible banking crisis might spill-over to affiliates of euro area banks thus expanding the problem. Such a risk exists in Bulgaria as well. But, again, it is created by the lack of rule of law not by objective economic and political factors as is the Croatian case.

As you know, the test results of 91 European banks were published on Friday evening, but the first reactions of the markets were expected on Monday. While signals are encouraging, analysts continue, as at the outset of the tests, to be particularly critical to the way they were conducted. “The purpose of this cynical exercise was to pretend that the EU was solving a problem, when in fact it was not”, Munchau notes.

This year, Croatia participates for the first time in the European semester and in the spring it received by the European Commission its first country-specific recommendations accompanied by a very frank analysis of the economic situation. The recommendations were eight and among them is improving the business environment, conducting stress tests for the banks, reducing the unemployment, stability of the pension and health care systems, sustainable public finances. Each month, the government reports on the implementation of the reforms but of these reports it is visible that the government is obviously dragging its feet as in terms of the recommendations so in terms of the other important structural reforms. One reason is that next year there will be presidential and parliamentary elections, but another is that the painful reforms meet strong resistance by the quite influential trade unions.
