One is the budget to have its own resources and to serve as an investment instrument at European level, which means to upgrade the investment fund which is being setup in the EU right now. Another option is the budget to be designed to tackle significant asymmetric shocks as was the idea in the first report. Some member states insist, however, if that option is to be selected some strict conditionality to be imposed, including close cooperation among the national budgets in the euro area.

It is also a fact that the romantics from the unification, with which it was thought that many injustices were repaired from the stormy European past, is gone and recently the deficiencies surfaced - Bulgaria and Romania are still far from fulfilling a major criterion - rule of law, fight against corruption and organised crime - because of which the next countries - Macedonia and Montenegro will start negotiations backwards. Hungary also proved not sufficiently ripe for the democratic needs of our time.

An option for possible greater IMF participation is also being discussed but the euro leaders are concise on the topic: "In addition, further enhancement of the EFSF resources can be achieved by cooperating even more closely with the IMF. The Eurogroup, the Commission and the EFSF will work on all possible options", the statement reads.

At this meeting, a special cooperation was agreed in the framework of the positive agenda in the area of energy. There needs to be a balance found between income and taxes paid to ensure tax fairness. The solution is closer cooperation at the European level, he said. His German colleague Wolfgang Schäuble thinks that some specific criteria for tax rulings need to be established. Now is the moment to create some minimum benchmark for taxation. This task, however, will in the future, too, be performed by the future chief of the European Council in a "close cooperation with the future president of the Commission", the document says.

I am convinced that at the current stage the quota system for accepting and relocating refugees being mandatory for member states is the only possible and correct one for Europe. If we want to remain a union, a community, which holds solidarity as a founding principle we have to realise that the refugee problem is an issue that requires everyone’s participation. Backing it was the correct decision for Bulgaria. Today, there is a huge aggregation of people in Greece, Italy, and Hungary, but we are a front line country and tomorrow the mass of people could be at our home and we would be expecting the same solidarity. If it comes to a vote, the Bulgarian votes could prove decisive.

Moldova is really on the right track. In Belarus democracy is in very bad shape and what happened to Ukraine is that Yulia Tymoshenko is imprisoned and sentenced. That is unacceptable. So we need to work in the right direction with our friends but we also have to be tough on those governments, who are really not taking the right decision towards democracy and European values. That’s unfortunately the case both with Belarus and Ukraine.

The IMF is much harder in its analysis and recommendations pointing out that with its current actions Bulgaria is dooming the convergence of income to a very low pace. Moreover, it is expected the age, gender and regional income disparities to be maintained. In this spirit, the IMF deems very important the fight against corruption and strengthening the rule of law to restore trust in key institutions. Both the IMF and the Commission pay significant attention on the problems in the financial system that emerged with the KTB case (Corporate Commercial Bank). These problems are addressed in the second specific recommendation where the need of an independent quality asset review is emphasised for the entire banking system together with stress tests in close cooperation with the European bodies. In parallel, it is recommended to review the portfolios of the pension funds and the insurance sector.
