Until then Greece must fend for itself. Meanwhile, the country must continue to repay the IMF and the Eurozone with no delays. If it is late, there will be no negotiations. According to the assessments in the agreement, Greece needs seven billion euros by July 20th and an additional five billion by mid-August. Considering the acute financial sector crisis a possible third bailout programme will include the creation of a 10 to 25 billion euros recapitalisation buffer. Added to the eventual bailout programme cost one must add the 35 billion euros suggested by Jean-Claude Juncker for investment. We are talking about mobilising funds from different European programmes for stimulating the economy.

Nonetheless, real measures cannot be seen on the horizon. The latest amendments to the Social Insurance Code, approved by the government but yet to be voted by Parliament, provide for an increase of contributions period, aimed at the future pensioners to pay contributions longer and to receive pensions for a shorter period. But nothing is being done about transfer of more money (and covering of more people) in private pension accounts in private funds which would be a real beginning of the reform of the pay-as-you-go model and the creation of a sustainable capital pillar in parallel with the social one. It is such a measure that could increase the deficit and probably the debt.

And during the last European Council for this year (2010 is the year with the highest number of EU summits), some landmark events took place. For the first time in 12 years (since its creation), the European Central Bank has decided to increase its subscribed capital by 5 billion euro, from 5.76 billion euro to 10.76 billion euro, as of 29 December 2010. According to a Bank’s release, “the capital increase was deemed appropriate in view of increased volatility in foreign exchange rates, interest rates and gold prices as well as credit risk”. From a longer-term perspective, “the increase in capital is also motivated by the need to provide an adequate capital base in a financial system that has grown considerably.”

Programming Commissioner Janusz Lewandowski presented the proposal on Wednesday (June 29) evening after lengthy discussions in the Commission and, as explained by Mr Barroso - in the European Parliament. He hastened to announce that in response to the commitment made to Greece by the European Council last week, the Commission proposed a temporary increase of the co-financing rate by 5 to 10 percentage points, when a Member State is receiving financial assistance both in the euro area and outside. The aim is to reduce the rate of national co-financing and thus help the fiscal consolidation in these countries.

Papandreou's visit in the Kremlin comes at a time of intense pressure from the European Central Bank on the Greek authorities to apply tougher measures to deal with the enormous budgetary deficit. On Monday and Tuesday EU finance minister met in Brussels to approve additional measures for Greece. Their decision includes calls for the Greek government to cut more public spending, to increase VAT for consumers and to introduce taxes on luxury goods and energy, the EUobserver reports, quoting the German newspaper Handelsblatt. Athens, however, signaled it is against additional measures until the effect from the measures taken so far is estimated. This will happen during the first international monitoring mission in March.

Those assumptions signify that the age structure of the EU population will dramatically change. The total population number will, however, rise only by 5% by 2040 – i.e. it will increase up to 526 millions and then will decline. The increase or decline trends vary across the countries. As a whole, it is projected that almost half of the countries will increase their population number. Ireland, UK, Belgium, Luxembourg, Cyprus and Sweden will register the highest population growth. Therefore, if two years ago Germany was the country with the biggest population in the EU (82 millions) in 2060 it will give way to UK whose population at that time will be 79 millions.

Britain during its EU Presidency in the end of 2005 negotiated changes in CAP directed to gradual reduction of subsidies and more money for innovations and science after 2013 when the current 7-year budgetary period will end. France accepted the conditions then and this sealed the deal for the financial perspectives of the Union for the period 2007-2013. The essence of the agreement was after 2013 the subsidies for agriculture to be gradually decreased by thus increasing financing for science and innovations.

Increasing retirement age was crucial, given that the impact of aging on the budget in the long run is significantly higher than the EU average. Employment among older workers is much lower than the EU average - 35% vs. 46.3%, mainly because of low retirement age and insufficient incentives for “active aging”. Despite the outcome of the referendum, the Commission recommends the retirement age to be increased and incentives for later retirement to be introduced.

The experts in Brussels will also read that in March the strategy on e-government has been approved which aims by 2020 to increase the number of administrative services provided online to 57% from the current 15 per cent.

Outside the euro area, the situation is much more optimistic as out of the 10 non-euro members only one will be in a recession and that is the Czech Republic, whose economy will shrink by 0.4 per cent this year, but next year it is expected to score growth of 1.6%. The most dynamically developing countries in this group are the Baltic non-euro countries - Latvia and Lithuania. The former is expected to expand its economy by 3.8% this year and next year even 4.1%. This is the only country in this group which aspires for eurozone membership, expected on January 1st 2014. Lithuania will also have very strong growth rate of 3.1 per cent this year and 3.6 in 2014. With both countries there is no significant change compared to the winter forecast which can be interpreted as sustainability of the two countries' efforts.

It was this detail that raised the question whether this amount is sufficient to convince the G20 partners to get in with an increase of their contributions to the IMF. This decision had to be taken at the spring meeting of the board of directors of the IMF, which took place last week. Initially, there were no volunteers, but in the deafening silence and inaction the voice of Japan was heard, which pledged $60 bn. This unleashed the bets and thus the common decision was reached the IMF lending capacity to be doubled - by $430 bn.

On top of it, this wish was noted in the Annual Growth Survey, presented in Brussels on January 12th. The news came unexpectedly against the background of the resistance against such intentions of some member states, including France and Germany, clearly expressed in the end of last year. According to the German magazine Der Spiegel, Chancellor Angela Merkel was far from pleased with Jose Manuel Barroso's actions. The European Commission President was trying to regain the lead in managing the crisis in the euro area after he was apparently displaced by France and Germany, the article said.

As expected, the leaders endorsed two models to use more efficiently the rescue fund EFSF. The fund will offer to private investors risk insurance of new debt issued by euro area countries, thereby reducing the funding cost. At the same time, a parallel fund will be created (as a special purpose vehicle), which will combine "resources from private and public financial institutions and investors." Thanks to this the EFSF is expected to increase its financial capacity 4 to 5 times, approximately up to 1 trillion euros, but the amount depends on the specific conditions, as said in a statement by European Council President Herman Van Rompuy.

Three years ago, in Basel, has been agreed the minimum required common equity capital to increase from 2 to 4.5% as, separately, the banks will be obliged to maintain a capital buffer of 2.5% to be able to sustain stress situations. In this way, the common required capital rises to 7%. The introduction of the new rules should start on January 1st 2013 and to continue to 2015 for the common capital and to 2019 for the buffers.
