В обръщението си пред министрите от кабинета г-н Фюле посочи, че Хърватия трябва да продължи със структурните реформи, не само защото в бъдеще тя трябва да се присъедини към еврозоната, но и защото трябва да увеличи конкурентоспособността на икономиката си.
Where the economy is in severe situation, usually corruption grows. In that regard, Croatia is facing huge challenges. In the report, the Commission touches upon the issue very briefly pointing out that important steps have been undertaken in terms of the "urgently needed" structural reforms in the economy, aimed at improving competitiveness and growth perspectives. The report takes into account Croatia's voluntary participation in the European semester this year which, according to the Commission, will provide a good opportunity for the country to develop structural reforms agenda. In his address to the ministers in the cabinet, Mr Fule pointed out that Croatia has to continue with the structural reforms not only because in the future it will join the eurozone, but also because it has to increase the competitiveness of the economy.

През есента на 2011 г. българският парламент излезе с позиция, че въвеждането на данъка ще лиши страната (както и ЕС като цяло) от конкурентни предимства и ще увеличи данъчното бреме върху гражданите и бизнеса в ЕС.
Bulgaria's position on FTT has evolved in a very curious way – from unambiguously and entirely against to full support. In the autumn of 2011 the Bulgarian parliament issued a position that the introduction of the tax would deprive the country (and the EU as a whole) of competitive advantages and would increase the tax burden on citizens and businesses in the EU. The Finance Ministry has also repeatedly voiced against the FTT. In the winter of 2012 euinside learnt that the Bulgarian position was softened and was no longer so firmly against the FTT. Despite our attempts to get an official answer whether that was the case, the Ministry of Finance remained silent. Subsequently, it became clear that the change was rather a supplement, expressed as follows: if a decision were taken the FTT to be used as own resource for the EU budget, Bulgaria would not oppose. However, this should not be perceived as if the country supports the introduction of the tax, we`ve been told.

Papandreou's visit in the Kremlin comes at a time of intense pressure from the European Central Bank on the Greek authorities to apply tougher measures to deal with the enormous budgetary deficit. On Monday and Tuesday EU finance minister met in Brussels to approve additional measures for Greece. Their decision includes calls for the Greek government to cut more public spending, to increase VAT for consumers and to introduce taxes on luxury goods and energy, the EUobserver reports, quoting the German newspaper Handelsblatt. Athens, however, signaled it is against additional measures until the effect from the measures taken so far is estimated. This will happen during the first international monitoring mission in March.

По отношение на корупцията и организираната престъпност също смята, че родината й не е готова, но е убедена, че членството в ЕС ще намали тези явления. Изненадана съм, защото членството на България и Румъния не само че не доведе до намаляване на корупцията, а дори я увеличи.
Regarding corruption and organised crime, she also believes that her country is not ready, but is convinced that membership in EU will reduce these phenomena. I'm surprised because Bulgaria's and Romania's membership not only did not bring corruption down, but even increased it. Ruža Tomašić, however, is convinced that the Croats know very well that Brussels is watching them closely. She recalls that after all the EU learnt its lessons from the failure with Bulgaria and Romania and was very strict with Croatia. She does not mind a monitoring mechanism for corruption to be imposed on her country. But for other things she believes there is no need of monitoring. For all these reasons, she gets irritated when called a eurosceptic. Rather, she wants her country not to join EU unprepared. Says that Angela Merkel admitted that, Canada and US also believe Croatia is not ready.

От Загреб се очаква да ускори изравняването на пенсионната възраст между мъжете и жените, да я увеличи и да започне процес на отпадане на ранното пенсиониране, както и затягане на режима за отпускане на пенсии за инвалиди (военни ветерани).
That is why, the Commission imposed specific deadlines for the implementation of each of the eight recommendations, major ones of which are reforms of the pension system, labour market, public administration, the judiciary, for which responsible are other ministers. Zagreb is expected to accelerate the equalisation of the retirement age between women and men, to increase it and to start a process of abolishing of early retirement schemes as well as tightening of the regime of invalidity pensions (war veterans). Also expected is better fiscal planning, accompanied by alignment with the ESA accounting methodology. This is especially important taking into account that the Croatian government was doing at least one revision of the state budget annually. Since the beginning of its term in 2012, there has been no year without a revision of the national budget.

Комисията подчертава, че поредна година не е приет законът за училищното образование. Тази сфера е засегната в четвъртата препоръка, където се очаква България да приеме закона и да увеличи участието в образователната система на децата в неравностойно положение, особено ромите.
Again, the low level of education and training systems has been criticised as well as their limited relevance for the labour market. The Commission emphasises that another year in a row the School Education Act is not adopted. This area is covered by the fourth recommendation where Bulgaria is encouraged to adopt the act and to increase the participation in the education system of disadvantaged children, especially Roma.
