Monika Beecher presented the experience of the Operational Programme "Administrative Capacity" (OPAC) and the lessons learned in the field of public procurement. She introduced the participants to the forms of control (pre, current and post), carried out by experts of OPAC, as well as the the preventive measures taken by the Managing Authority. Mrs. Dimitrova recognized the importance of the new department in the structure of OPAC through which are promptly corrected the deficiencies and reduced the risks of imposition of financial corrections and non-verification of expenses.

The First Seven Years of Gabrovo in the European Union initiative aims to popularize the successful projects accomplished by means of EU funding from 2007 to 2013, as well as to outline the expectations, challenges and opportunities for the new programming period. Mrs. Dimitrova-Beecher expressed her hopes that the administrative capacity developed for years will serve the successful implementation of resources from the European Social Fund.in the next seven years in such a way that no previous mistakes get repeated. The Mayor of Gabrovo Municipality, Mrs. Tania Hristova moderated a discussion on the objectives achieved and lessons learned.

Днес се състоя Четиринадесетото официално заседание на Комитета за наблюдение на Оперативна програма „ Административен капацитет“ (ОПАК). Ръководителят на Управляващия орган – Моника Димитрова-Бийчър представи напредъка на програмата от началото на 2014 година. „Проектите финансирани от ОПАК имат реален ефект върху реформите на централно и местно ниво, въпреки сравнително ограничения ресурс на програмата.“ – каза Моника Бийчър. Аурелио Сесилио – началник на отдел „Румъния, България, Малта” в Главна дирекция „Трудова заетост, социални въпроси и приобщаване” на Европейската комисия отправи послание за Оперативна програма „Добро управление“ да се вземат предвид добрите практики и научените уроци от изпълнението на ОПАК като се осигури навременна подготовка на необходимите стратегически документи и ключовите проекти в областта на административната и съдебната реформа и електронното управление.

The fourteenth official meeting of the Monitoring Committee of Operational Programme “Administrative capacity” (OPAC) took place today. The Head of the Managing Authority – Mrs. Monika Dimitrova-Beecher presented the progress of the programme since the beginning of 2014. “Projects financed under OPAC have had real impact on local- and central-level reforms, in spite of the limited programme resources,” said Mrs. Beecher. Mr. Aurelio Cecilio, Head of Department “Romania, Bulgaria, Malta” at DG “Employment, Social Affairs and Inclusion” of the European Commission called for best practices and lessons learnt from the implementation of OPAC to be taken into consideration with respect to new Operational Programme “Good Governance” by means of providing for the timely production of the necessary strategic documents and preparation of the key projects in the areas of administrative reform, judicial reform and e-governance.

“We have the ambition to fully implement funding under OPAC by the end of 2015. That is why we need to over-programme and over-contract the resources available for the first programming period. As regards the following seven years (2014-2020), we will focus our efforts on building on the results achieved so far and encouraging citizens and the business to benefit from them”. These were the words Mrs. Monika Dimitrova-Beecher, Head of Operational Programme “Administrative Capacity”, addressed to participants in the event organized by District Information Centre-Sofia at the EC Delegation today. Mrs. Dimitrova presented the lessons learnt, the results so far and the opportunities for application in the new programming period to representatives of central and local administration, the judiciary, AFCOS, BORKOR, NGOs, journalists and so on.

Това е добра новина, като се имат предвид резултатите от проекти по ОПАК до момента и изграденият административен капацитет. Вярвам, че с научените уроци от настоящия период ще се избегне повтарянето на стари грешки и ще се създаде нова по-успешна и работеща рамка за в бъдеще.

We talked about the process of closing the programme. We discussed the possibilities to modify it in March to fulfill the rule N 2, N 3 and not to lose a single euro European funding. As you know, on January 30, the Council of Ministers decided for the number and types of the operational programmes for the next programming period 2014-2020.For the following fiscal framework Bulgaria will negotiate for European funding under the Operative programme "Good Governance" with three main priorities - development of the e-services, judicial reform and sustainable management of EU funds. This is a good news in a view of the results of the OPAC projects so far and built administrative capacity. I believe that with the learned lessons from this period will be avoided the repeating of past mistakes and will be created a new, successful and workable framework in future.
