The big issue in the European Union right now is how exactly the planned stress tests of the banks will take place that will precede the enforcement of the single supervision in the EU, which, though, will not be valid for all. It will be mandatory for the euro area, but all non-euro countries could decide to join on a voluntary basis. On October 23 the ECB announced details on the methodology for the bank stress tests approved by the EU finance minsters at their last ECOFIN on November 15th. Three are the main points on which the tests will focus: qualitative and quantitative risk asset review, which includes liquidity, leverage and financing; review of the quality of the assets to see the banks' exposure and capital adequacy; sustainability of the banks' balance sheets.

Christine Lagarde insisted that debt sustainability of Greece is still questionable, but explained that if it comes to a new debt operation at all, it is not a precondition for the participation of the IMF in the bailout programme. When will the operation happen depends on the implementation of the measures and the credibility of forecasts. The Eurogroup boss hurried to stress, though, that if a relief of the Greek debt is reached at all, this could happen after 8 or even 15 years. All will depend on the new analysis of the sustainability of the Greek debt. Only later will any measures for its harnessing be discussed. Lagarde kept insisting that reaching a primary budget surplus in 2018 will be difficult.

What Greece expected to receive, but will have to work harder for it, was a time extension of 2 years for balancing the budget and for debt reduction - reaching a primary surplus instead in 2014 in 2016, and reaching a government debt of 124% by 2020 and 110% by 2022. At the moment, the targets are 120.5% by 2020, which was a reason for tension between the Eurogroup and the IMF recently in public. Eurogroup chief Jean-Claude Juncker stated then that "there is a growing probability the deadline to be moved from 2020 to 2022". IMF Director Christine Lagarde, however, said "we definitely disagree on this", but that after all what was important was achieving debt sustainability in Greece.

Outside the euro area, the situation is much more optimistic as out of the 10 non-euro members only one will be in a recession and that is the Czech Republic, whose economy will shrink by 0.4 per cent this year, but next year it is expected to score growth of 1.6%. The most dynamically developing countries in this group are the Baltic non-euro countries - Latvia and Lithuania. The former is expected to expand its economy by 3.8% this year and next year even 4.1%. This is the only country in this group which aspires for eurozone membership, expected on January 1st 2014. Lithuania will also have very strong growth rate of 3.1 per cent this year and 3.6 in 2014. With both countries there is no significant change compared to the winter forecast which can be interpreted as sustainability of the two countries' efforts.

The government is offering 60 reforms, which encompass a wide spectrum. The main measures are aimed at macroeconomic stability and fiscal sustainability. Lowering of public debt is the main priority of the team of Tihomir Orešković and Finance Minister Zdravko Marić. On the one hand, if the government decided to bear the enormous recapitalisation needs of the banking sector, the public debt would have jumped to 145% of GDP. It is worth mentioning, that according to the European Commission spring forecast, next year Cyprus's government debt is expected to reach 124% of GDP. The traditional ways of burden-sharing with the private sector were also limited, Asmussen continued. Against this backdrop, not only the right balance had to be found between the short-term financial stability and the long-term debt sustainability, but this had to be done in a context that requires unanimity in the Eurogroup and the European Stability Mechanism (the eurozone permanent fund).

Considering the IMF does not yet trust the European institutions’ calculations, it was agreed on April 22 that there will be a package of contingency measures, which the Greek government must adopt in case the forecasts do not come true. These measures amount to 2 percentage points of the Greek gross domestic product and are added to the preliminary measures required of Athens at the amount of 3% of GDP. This makes a total of 5% of GDP. Why two percentage points? All these measures have a common goal and it is reaching a primary budget surplus of 3.5% of GDP by the year 2018. The IMF, however, has way lower forecasts. Its expectations are that the primary budget surplus in 2018 will not be more than 1.5% with the measures in the programme agreed on in August of last year. This is why, the Eurogroup and Greece in particular agree to adopt a legislative package of contingency measures to the amount of 2 percentage points, which is the difference between 1.5% and 3.5%.

He said this right in the peak of the crisis when he was prime minister of Luxembourg and president of the Eurogroup. The irony now is that he will have to be on the other side of the barricade and to force the member states to implement reforms that will for sure throw them out of the political stage. He faces huge challenges but even greater are the expectations, especially after the European elections.
