“On the basis of the results in the area of e-governance achieved so far, we must develop the framework for the next programming period. Ensuring sustainability of project output is fundamental, as we would receive grants for future projects in this area based on that. Approximately EUR 150 million has been allocated for introduction of e-governance by means of OPGG,” said Mrs. Monika Dimitrova-Beecher, Head of the Managing Authority of OPAC at the above-mentioned conference, held in Boyana Residence today. The Head of OPAC pointed out that in order to receive funding, our country ought to have a vision concerning the long-term effects of project output, which makes their sustainability a must, rather than a mere recommendation.

“As early as in 2012, the Managing Authority of OPAC decided on aiming efforts at increasing the capacity of state control authorities. On one hand, that would improve the quality of their performance, on the other hand it would increase collectability of receivables,” said Mrs. Monika Dimitrova-Beecher, Head of OPAC, at the final project conference for reporting of the results from the project, implemented by the Internal Control Directorate of Ministry of Finance. The Head of OPAC identified the project as a best practice and expressed her hopes that horizontal initiatives of the kind would be built upon in the next programming period, so that the sustainability of results could be provided.

“The successful accomplishment of this ambitious project would allow IPA to achieve a really competitive level of development compared to its European partners. The ultimate goal would be modernization of state administration and an upgrade of available achievements.” These were the words of the Head of OPAC, Mrs. Monika Dimitrova-Beecher, at the opening conference under the project, attended by representatives of central, district and municipal administrations. She made the point that what matters most is the sustainability of these projects and their real benefit to citizens and the business sector. She also expressed her hopes that the IPA project becomes part of the portfolio of OPAC. “It’s important that we have a more competent and better qualified administration,” said the Head of OPAC.

A project funded by Operational Programme "Administrative Capacity" will provide the establishment of a sustainable policy for public communication of the Prosecutor’s Office, and improve the overall coordination and its professional practice in interaction with the civil society. "This project will improve the communication of the Prosecutor’s Office with the stakeholders and allow its messages to be understood in the most correct way. I hope that the project will have a significant and visible effect now and the necessary stability in the future", said the Head of the OPAC Managing Authority Monika Dimitrova-Beecher at the starting press conference today. “The partnership and coordination between the different units are key to the good work of the judiciary, so OPAC will continue to fund efforts in this direction", added Monika Dimitrova.

At the final conference today, the Head of the Managing Authority of Operational Programme “Administrative Capacity” (OPAC), Mrs. Monika Dimitrova-Beecher, explained that our country is supposed to meet certain criteria and requirements in order to join the Vienna Convention. “I hope the project be sustainable in terms of the draft amendments to certain legal acts and the draft manual on applying the requirements of the convention. Ultimately, outcomes should include improvement in the work of administrations involved in the process and real benefits for customers and the business sector,” added Mrs. Monika Dimitrova-Beecher.

According to the Application Guidelines under the procedure, the same beneficiary can submit more than one project proposal and to obtain funding for it, on condition that the project proposals are targeted to different specific objectives, different activities, different results and/or different target groups. During the development of information systems and the realization of electronic administrative services (aiming to guarantee stability of the project proposal) the candidates should include as a requirement to the executers the submission of the program codes of the developed software products.

“For the purposes of avoiding loss of funding, at the time Priority Axis I has already been overcontracted to 101% and Priority Axis III to 102%, and over-programming up to 110% has been made possible by a Council of Ministers decision in 2013,” said Mrs. Monika Dimitrova-Beecher, head of OPAC. At the technical meeting with EC representatives, progress under OPAC and the process of programming of Operational Programme “Good Governance” 2014-2020 were discussed. It was attended by Finance Minister Petar Chobanov, the management team of OPAC, Mr. Aurelio Cecilio, Head of Unit “Romania, Bulgaria, Malta” at DG “Employment, Social Affairs and Inclusion” of EC and Mr. Kiril Kiriakov of the same directorate. The EC representatives were positive that sustainability of implemented projects shall be a must and declared that the EC will only finance projects based on a long-term vision, regardless of cyclical changes in the state, seeking to build on results achieved under OPAC so far.

The absorption of the funds under Operational Programme "Administrative Capacity" (OPAC) is very important for the development of the Bulgarian administration. The transformation of OPAC in Operational Programme "Good Management" 2014 - 2020 (OPGM) will continue to provide a significant impact on improving the capacity of the administration. This was stated by the Minister of Finance Petar Chobanov at a technical meeting with representatives of the European Commission to review the progress of OPAC. Chobanov assured Philippe Hatt, head of the "Romania, Bulgaria, Malta" Department at DG "Employment, Social Affairs and Inclusion" of the European Commission (EC), that there will be continuity between the two programmes in terms of priorities for the next programming period, which will be clearly defined, and in the institutional resistance as well. The Finance Minister added that the meeting is held at an opportune moment, since now we are preparing the next programme period, and also completing the present one and it is important to optimize the absorption of EU funds.
