Someone might think this would be a European propaganda instrument which will be against the European perception of the world. However, the propaganda machines are a fact and are becoming more and more powerful. EU has a weak common foreign policy and little tools at its disposal to exert influence. The neighbourhood policy proved this when the Arab Spring broke out, when Russia attacked Ukraine to prevent it from getting closer to the EU or when the situation in the Middle East got much more complicated than before. The EU is not there and this is a fact. It is not too late, especially given the change of guard in the European institutions, to consider a comprehensive media strategy as a foreign and domestic political instrument that imposes high media standards and the fundamental European values.

For the first time, this year has been introduced the procedure for nomination of candidates for European Commission president by the European political families, the so called Spitzenkandidaten procedure, which caused serious resistance in the EU and high tensions between the member states and Britain. It was the European Parliament's initiative and was silently supported by the leading powers in the European Council. However, it is just the first step toward creation of genuine European democracy in terms of election of leaders of key European institutions, which revealed a deficit of European thinking in the member states. If, by now, the appointments of members of the Commission used to pass, although sometimes with problems, smoothly and unnoticeably, the situation now is much different and will impose a brand new pattern of behaviour of the capitals.

The two countries have to demonstrate not only to their citizens, but to Europe as well, that they are mature enough to be able to sit when there is a problem and discuss it, find a solution or a compromise. He hoped that this will happen, but acknowledged that in many EU capitals there are fears that the unresolved bilateral problems between member states and candidate countries put enlargement process at risk, especially for the Balkan countries. He recalled the issues Italy brought up in 2003 for Slovenia's accession, and also the problems between the Czech Republic and Germany. But he hoped that in the end of the day reason will prevail and the problems will be overcome.

There is nothing worse for an economy than instability and uncertainty. Not knowing what will happen today, tomorrow or the day after is more harmful than temporary not having orders and your business to be in trouble. For the simple reason that for every active entrepreneur it is vital to be able to plan his spending not just in months but with years ahead, so that he could decide whether to take a credit in order to expand business or to hire new personnel, or to buy new equipment, or not to do anything awaiting for better times.

Nonetheless, real measures cannot be seen on the horizon. The latest amendments to the Social Insurance Code, approved by the government but yet to be voted by Parliament, provide for an increase of contributions period, aimed at the future pensioners to pay contributions longer and to receive pensions for a shorter period. But nothing is being done about transfer of more money (and covering of more people) in private pension accounts in private funds which would be a real beginning of the reform of the pay-as-you-go model and the creation of a sustainable capital pillar in parallel with the social one. It is such a measure that could increase the deficit and probably the debt.

The consequences of this are yet to be revealed but certainly, once there is a beginning it will be very hard to make a step back to the previous untroubled attitude toward the European institutions and the common European politics.
