Nonetheless, real measures cannot be seen on the horizon. The latest amendments to the Social Insurance Code, approved by the government but yet to be voted by Parliament, provide for an increase of contributions period, aimed at the future pensioners to pay contributions longer and to receive pensions for a shorter period. But nothing is being done about transfer of more money (and covering of more people) in private pension accounts in private funds which would be a real beginning of the reform of the pay-as-you-go model and the creation of a sustainable capital pillar in parallel with the social one. It is such a measure that could increase the deficit and probably the debt.

Libor Rouček: Of course, it's in the interest of Croatia but also what I'm telling to our Slovenian friends that it's also in the interest of Slovenia that there are no hick-ups, there are no problems as far as the ratification is concerned because I think it's a good opportunity for both countries to show maturity to their own citizens, but also to Europe, that both countries are mature enough when there is a problem to sit down, talk about it, find a solution, find a compromise and do the work. The two countries have to demonstrate not only to their citizens, but to Europe as well, that they are mature enough to be able to sit when there is a problem and discuss it, find a solution or a compromise. He hoped that this will happen, but acknowledged that in many EU capitals there are fears that the unresolved bilateral problems between member states and candidate countries put enlargement process at risk, especially for the Balkan countries. He recalled the issues Italy brought up in 2003 for Slovenia's accession, and also the problems between the Czech Republic and Germany. But he hoped that in the end of the day reason will prevail and the problems will be overcome.

What attracted attention during the news conference with Juncker was that Lucas Papademos looked quite uncertain and, although he is educated abroad and speaks good English, very often he did not manage to understand the questions he was asked and Juncker had to retransmit and explain them to him. Such was the case with a question about his role in the swap of public debt in 2001, done with Goldman Sachs (the investment bank in which Papademos worked), while he was president of the Greek Central Bank. This case was revealed a year and a half ago, a little while after it became clear that Greece was dressing up its fiscal data before joining the eurozone. But as the question about Papademos's role in the deal was accompanied with another question, Papademos answered the second question only.

For the first time, this year has been introduced the procedure for nomination of candidates for European Commission president by the European political families, the so called Spitzenkandidaten procedure, which caused serious resistance in the EU and high tensions between the member states and Britain. It was the European Parliament's initiative and was silently supported by the leading powers in the European Council. However, it is just the first step toward creation of genuine European democracy in terms of election of leaders of key European institutions, which revealed a deficit of European thinking in the member states. If, by now, the appointments of members of the Commission used to pass, although sometimes with problems, smoothly and unnoticeably, the situation now is much different and will impose a brand new pattern of behaviour of the capitals.

По-важното, обаче, е, че британското правителство не просто говори за бюджети, а за стратегически преглед на разходите за следващите 4 години, целта на който е да намали огромната публична задлъжнялост на Великобритания. Както вече стана ясно, бюджетният дефицит в британската хазна ще бъде 149 млрд. лири, което като съотношение към БВП прави малко над 11%. More important, however, is that the British government is not just talking about budgets but about a strategic spending review to cover the next 4 years, the purpose of which is to reduce the huge public indebtedness of Britain. As it already became clear, the deficit in the British treasury will be 149 bn pounds which is a little over 11% of GDP. And regarding public debt, George Osborne explained to the British MPs that each day British taxpayers pay 120 mn pounds debt interest rates. For a year the British budget pays 43 bn pounds of interest rates on loans.

The hearings produced a very pleasant surprise. Federica Mogherini, who was appointed as High Representative for Foreign Policy and Security, refuted her critics and sceptics, among whom this website too, that she is too young and inexperienced to fit her role, especially at a time when a strong figure is needed on this post and when there is no common foreign policy and not even an agreement among the member states to build such. Her performance in front of the MEPs brings hope that Juncker's Commission has the potential to leave a mark in the building of a genuine common foreign policy. Still, Jean-Claude Juncker's inexorability to rename Johannes Hahn's portfolio remains a disappointment. Mr Hahn is responsible for the eastern policy and the enlargement negotiations.
