The NGO 'Family, Child, Youth Association' reports - based on a report in the weekly ''168 ora", that more than 42,000 children dropped out of the school system as a result of the reduction of the age of compulsory schooling to 16. According to a study commissioned by the Ministry of Human Resources there are several reasons for the drop.out: 1852 students discontinued their studies without a vocational high-school certificate, 2,818 have discontinued their vocational studies, while 25,146 have 'decided to not continue their education". In the interpretation of the NGO this means the system had made no efforts in assisting these students to achieve a diploma and qualifications. These students are all above 16, so they do not need to be in compulsory education. Another 8123 were 'kicked out' because they were abscent from the school for too long. This is also according to law but is it right?
