Croatia is facing tough challenges, again underscored strongly by the winter economic forecast of the European Commission which foresees the economic activity in the country to remain subdued in the first half of 2013. The Croatian economy is highly influenced by the poor economic perspectives in the eurozone and the neighbouring countries in particular - Italy and Slovenia - which will continue to put pressure on the attempts of the country to exit the crisis. If the trend remains unchanged, 2013 will be a sixth year in a row of recession. The Commission expects a gradual recovery in the second half of the year due to the government programme for public investments, notably in the area of energy and transport.

Croatia has been in a recession for six years in a row, unemployment is growing rapidly and last year the country lined up third after Greece and Spain in terms of youth unemployment. Since the beginning of the year, Croatia has been in an excessive deficit procedure and is, again, among the three countries with excessive macroeconomic imbalances in the company of Spain and Italy.

A new strategy must be developed, one that provides for more motivation of local leadership, bilateral issues should not slow down the process, more creativity is needed, she said. Macedonian politician Stevo Pendarovski insisted, on the other hand, that stick-and-carrot politics was good. He suggested the EU used in the form of a stick in the case of Macedonia the withdrawal of the recommendation for starting membership negotiations that the EC has been making to the Council of Ministers for six years. In his opinion, the Macedonian problem is the least difficult of all in the Western Balkans. If the EU fails to solve this issue, it would lose its attractiveness.

Spain, Italy, France and Germany are the biggest members of the Eurozone, and also the largest countries in the EU. Increasing groups of citizens there, mostly young voters, are highly dissatisfied with reality, unhappy with their prospects of future, and unaffected by the institutionalised fear and threat of new fragmentation, a major conflict, and even a war, that was characteristic for the post WWII generations in Europe. In the wake of the apparent death of the European myth of “ever closer Europe”, that stitched together a diverse continent with loaded history of animosity for six decades after the Second World War, it is the rise of populism that poses the greatest threat to United Europe today.

One of the big lessons from the crisis in Europe that was not spoken of sufficiently is that in the very beginning the wrong approach was chosen - first individual rescue and then seeking a EU solution. Some countries rushed to rescue their collapsing banking sectors, others were pushed to do so for fears of contagion, nationalisation began, states' defaults and with every next tile of the domino in the eurozone, the situation was getting more and more complicated. The peak was Cyprus where for the first time shareholders were forced to bear part of the responsibility. All this time, a sixth year in a row, the EU has been trying with small steps to build defence mechanisms at a community level to prevent future crises, but the efforts were always softened by the member states fearing to lose national sovereignty.

On September 29-30 starts the summit between the European Union and the countries from the Eastern Partnership - Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The event is being organised by the Polish EU Presidency and is one of Poland's very ambitious goals, given that the very initiative Eastern Partnership is a Polish idea, developed in cooperation with Sweden and launched during the Czech EU Presidency in early 2009. Two are the main reasons why EU's eastern neighbours were a bit abandoned lately. One is the events in the southern neighbourhood - the Arab Spring, and the other is that any further deepening of the relations with the Eastern Partnership countries should be done having in mind a very big factor - Russia.

the results from the review of the transposition of directives are relatively good. In terms of application of the EU legislation, the number of violations is diminishing. It is supposed that the positive trend here is influenced by the earlier introduced mechanisms to overcome discrepancies. The average deficit among the 27 member states in transposing directives has declined from 1.2% to 0.9% in the past six months and the number of countries that have achieved the goal of 1% has increased from 11 to 16. The total number of cases of infringements related to the internal market is also dropping - 37% less compared to 2007. Nonetheless, usually the deadline to remove the established by the Court of Justice of the EU irregularities is still quite long - on average 17.5 months and for some countries even over two years.

As the banks in the euro area are a little over six thousand, the ECB is incapable to exercise direct supervision over all of them. That is why, it will monitor closely and on a daily basis only those that are defined as systemic. This means that if they fail they could cause a serious crisis. In national terms, such a systemic risk posed the panic withdrawal of deposits from First Investment Bank (FiB) recently after CTB was closed. The panic, for that matter, was provoked by actions that, too, are treated by the CVM - to investigate and isolate the sources of distribution of harmful rumours which means the law enforcement bodies to work impartially to protect citizens and the public interest. Then there was a real threat for the entire financial system in the country. At European level, though, as systemic are understood banks that possess assets worth more than 30 billion euros or their size exceeds 20% of the country's gross domestic product. They are systemic for the common currency not only nationally.

The discussions of the eurozone budget are in the context of another "interesting" element, as the European Commission chief called it. These are the contractual agreements between the member states and the EU. This issue is indeed interesting because behind these terms hide attempts to create a flexible mechanism to provide assistance under certain conditions. At the moment, the countries that receive help from the EU (rescue funds, relief to absorb EU funds, and IMF assistance) agree to implement adjustment programmes with measures to apply nationally. Now it is proposed these programmes to be changed and to be defined on the basis of the country-specific needs, which however have direct impact on the eurozone. At this stage, it is the country-specific programmes that fit into these conditions, introduced by the Six-Pack (the macro economic imbalances procedure).

One of the arguments against the proposal, namely the timing, is linked to the fact that practically at the moment only the SSM is active. Restructuring starts January 1st and Bank Recovery and Resolution Directive is not yet adopted by all member states. The EC sent six member states to court for missing the deadlines for transposing the directive into their national legislation. Those are the Czech Republic, Luxembourg, The Netherlands, Poland, Romania, and Sweden. On December 10th, the EC warned ten members for not adopting the deposit guarantee directive – Belgium, Cyprus, Estonia, Greece, Italy, Luxembourg, Poland, Romania, Slovenia, and Sweden. According to Vitor Constâncio, the implementation of these directives is very important. The Single Resolution Fund was also threatened with not starting work on January 1st due to a very slow ratification process.

It has to be clear, though, that when you have a dictator against you it is hard to talk about right decisions. Whatever you do or not do could have heavy consequences. But it is important the EU not to betray its values and purpose which sometimes cost dearly. But after all, it is easy to stick to your values in peaceful times. The big test is to defend them in turbulent periods.

At the moment, companies are able to shift their profits to dependent companies, operating in countries with low tax rates, thus lowering their tax bases in the EU. This is why the taxation package has an external strategy for cooperation with third countries, especially tax havens.
