Such a vision for the future of the European Union was revealed by German Chancellor Angela Merkel at the annual meeting of World Economic Forum in Davos. Mrs Merkel delivered the opening speech of the forum and gave interviews for six major European newspapers. In fact, the German chancellor was sufficiently candid and clear to make criticisms of her lacking a political vision sound completely unfounded. However, it is a different question whether this vision is shared by her colleagues in the EU and whether everyone agrees with the path to the goal. In her speech, Ms Merkel was completely honest and did not hide the fact that there were many contradictions on important issues in Europe but she presented her position with the confidence and composure of a person realising the other’s expectations, but not willing to slave for those expectations.

One of the arguments against the proposal, namely the timing, is linked to the fact that practically at the moment only the SSM is active. Restructuring starts January 1st and Bank Recovery and Resolution Directive is not yet adopted by all member states. The EC sent six member states to court for missing the deadlines for transposing the directive into their national legislation. Those are the Czech Republic, Luxembourg, The Netherlands, Poland, Romania, and Sweden. On December 10th, the EC warned ten members for not adopting the deposit guarantee directive – Belgium, Cyprus, Estonia, Greece, Italy, Luxembourg, Poland, Romania, Slovenia, and Sweden. According to Vitor Constâncio, the implementation of these directives is very important. The Single Resolution Fund was also threatened with not starting work on January 1st due to a very slow ratification process.

The tax avoidance directive has six components. The controlled foreign company rule aims to prevent shifting profits to a country with low or non-existent taxes. At the moment, companies are able to shift their profits to dependent companies, operating in countries with low tax rates, thus lowering their tax bases in the EU. With the introduction of this rule they will still be able to shift profits, but only after they have been taxed in the EU. This is why the taxation package has an external strategy for cooperation with third countries, especially tax havens. This, however, got criticised in the European Parliament during the proposition debates, for there is still not a clear definition on what exactly a tax haven is.

Not everyone, however, agreed with her positions. According to Hedvig Morvai-Horvat, (Serbia), Executive Director of the European Fund for the Balkans, the process of enlargement is on auto-pilot. A new strategy must be developed, one that provides for more motivation of local leadership, bilateral issues should not slow down the process, more creativity is needed, she said. Macedonian politician Stevo Pendarovski insisted, on the other hand, that stick-and-carrot politics was good. He suggested the EU used in the form of a stick in the case of Macedonia the withdrawal of the recommendation for starting membership negotiations that the EC has been making to the Council of Ministers for six years. In his opinion, the Macedonian problem is the least difficult of all in the Western Balkans. If the EU fails to solve this issue, it would lose its attractiveness.

Croatia is not part of the euro area but is the only one (after Greece) with continuous recession - six years in a row. The country's debt has bubbled up significantly in the past years and this year it is expected to be 81.7% and next year 84.9%. The meeting of Milanovic, Cerar and Faymann did not make it clear whether they share common views regarding the European Commission's economic policy and its already tangible change - France, Italy and Belgium, which are in one group with Austria in terms of risky budget plans - received more time under the budget procedure until March, and Greece received a two-month extension of its adjustment programme. This puts to a serious test the motivation of the other member states to stick to stricter reforms and measures and most of all to the fiscal rules. In a rather general perspective the three leaders support the new Commission's priorities.

The discussions of the eurozone budget are in the context of another "interesting" element, as the European Commission chief called it. These are the contractual agreements between the member states and the EU. This issue is indeed interesting because behind these terms hide attempts to create a flexible mechanism to provide assistance under certain conditions. At the moment, the countries that receive help from the EU (rescue funds, relief to absorb EU funds, and IMF assistance) agree to implement adjustment programmes with measures to apply nationally. Now it is proposed these programmes to be changed and to be defined on the basis of the country-specific needs, which however have direct impact on the eurozone. At this stage, it is the country-specific programmes that fit into these conditions, introduced by the Six-Pack (the macro economic imbalances procedure).

Croatia is facing tough challenges, again underscored strongly by the winter economic forecast of the European Commission which foresees the economic activity in the country to remain subdued in the first half of 2013. The Croatian economy is highly influenced by the poor economic perspectives in the eurozone and the neighbouring countries in particular - Italy and Slovenia - which will continue to put pressure on the attempts of the country to exit the crisis. If the trend remains unchanged, 2013 will be a sixth year in a row of recession. The Commission expects a gradual recovery in the second half of the year due to the government programme for public investments, notably in the area of energy and transport.

Against the backdrop of the first specific recommendations, however, that reveal an urgent need for very deep reforms, the decision is quite odd. Although health care and education are sectors that spend a huge part of the state budget and need reforms, the main problems the Commission has pointed to are elsewhere and other ministers are responsible for them, mostly the premier. Croatia has been in a recession for six years in a row, unemployment is growing rapidly and last year the country lined up third after Greece and Spain in terms of youth unemployment. On September 29-30 starts the summit between the European Union and the countries from the Eastern Partnership - Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The event is being organised by the Polish EU Presidency and is one of Poland's very ambitious goals, given that the very initiative Eastern Partnership is a Polish idea, developed in cooperation with Sweden and launched during the Czech EU Presidency in early 2009. Two are the main reasons why EU's eastern neighbours were a bit abandoned lately. One is the events in the southern neighbourhood - the Arab Spring, and the other is that any further deepening of the relations with the Eastern Partnership countries should be done having in mind a very big factor - Russia.

Brian Leeson from the Irish Socialist Workers Party said in an interview with the Sky News that he had three arguments against the visit: Britain is still occupying six Irish counties (in Northern Ireland); Britain is taking part in the occupation of Iraq and Afghanistan; Ireland cannot afford spending 30mn euros for the organisation of the visit. In fact this money were the total amount the country spent for the visits of Her Majesty the Queen and US President Barack Obama.
