This publication is the result of an independent student monitoring of several of the key institutions in the sectors of justice and internal order. The analysis includes six different by their nature state structures: the Ministry of Interior, SANS, SAI, the Specialized Penal Court and Specialized Prosecution and the Commission for Unlawfully Acquired Assets. The purpose of the monitoring is to study how the institutions were established and how the function. These are studied via several aspects: the reasons why they have come to be, their main purpose, the degree at which they are transparent and accountable, and the level of control that they are subject to. The monitoring itself was done using publicly accessible documents, parliament shorthand, academic works, media publications etc.
