At the moment Most have their legs astraddle. Responsibility, assigned to them by voters, looks like it is an impossible burden for them. In the beginning of negotiations they attempted to shirk it by proposing an impossible Solomon’s solution – a grand coalition between the three largest political powers. This suggestion is immature, for if the HDZ and SDP could imagine a joint government there would be no need of Most. And it is a pure mentality problem. Differences between the two coalitions are not as great in respect of their pre-election programmes. The problem, however, is the existence of historic accumulations between them and the skeletons in the closet. Most will achieve nothing without the difficult decision to choose between one of the two great powers.

The article is more than detailed and although there is a sense of pecking at the current government, the article still deserves to be put as a basis for a really broad and public discussion.

The principle of innocence is one of the legal foundations which guarantees that every suspect or indicted person is innocent until a final sentence proves otherwise. Without such a perception and regulation of procedures the legal system would immediately fall into complete chaos and injustice. Moreover, penal responsibility is subject to prooof not innocence. Otherwise, everyone would be guilty until proved innocent. Generally, the legal beginning for the lack of a crime without a respective law, respectively the lack of punishment without that same law, is contained in the famous Latin phrase Nullum crimen, nulla poena sine praevia lege poenali which represents the broadest public value.

Georgi Parvanov, the president, rushed to comment on the fixing of the Financial Stability Pact in the constitution, saying that “in this case the doubt remains that we should not bid on decisions that to such an extent could tie the hands of future governments and to deprive them of the ability to implement an effective economic policy to the end of shortening the distance between us and the rest of the European economies”. This is a par excellence opposition to the taken decisions.

There was only one signal coming from there, though – we want a broad coalition. This is how the pressure started. After the initial consultations, President Kolinda Grabar-Kitarović called the constitutive session of Parliament earlier than the deadline. “Croatia is Growing” went on the offensive by publicly announcing their proposal that a person from Most becomes Speaker of the Sabor (parliament), which was discarded. This did not discourage the coalition one bit. 55 Members of Parliament put in a proposal that professor Robert Podolnjak from Most is elected Speaker of the Sabor. The session was called for today (December 3), but despite the huge media interest and the presence of ambassadors and representatives of religious communities in the country it ended ingloriously. It turned out that there are no other candidates, regardless of the Patriotic coalition having their own nomination – their guy Željko Reiner. During the brief session of parliament, incumbent Speaker Josip Leko (SDP) kept urging MPs to vote their conscience. A game of nerves began instead.

The outcome of all this lobbying, negotiations and balancing is a multi-layered compromise with a huge potential for significant change. First of all, it was the approach. Juncker did not want candidates with portfolios, but serious professionals. The countries that took that advice seriously and proposed elite candidates were awarded the most important portfolios and positions. Those who failed to overcome domestic political and internal party wrangling and sent weak candidates got weaker portfolios. At a first glance, it seems that the interests of the member countries have prevailed, but a cautious analysis of the overall structure and mandates of the Commission members shows that the member states have been circumvented for the first time.

Many in parliament and the social networks commented that this was the smartest proposition. Once, the mausoleum in the end of the park was standing face to face with the palace of the pre-communist Bulgarian kingdom. Now the palace is a gallery which now has a broad view onto the beautiful park and seems to have forgotten how from the terrace of the mausoleum the totalitarian majesties were waving their hands to the freezing pupils organised for a manifestation in the always rainy May - either to mark the Labour Day on May 1st or the Day of Bulgarian Alphabet and Culture (May 24). I have personal memories from the time. All of them unpleasant. And most of all the feeling of cold and no right at all of a choice not to go.

It is the energy dependence of the EU, especially of some of its member states, from Russia, that is a reason for constant tensions, both inside the Union itself and in its relations with Moscow. Foreign policy is also often a reason for clashes between the two sides. In this subject euinside follows mainly the EU-Russia summits, and in broader perspective the development of Russia itself. Some of them are in jail, others are arrested, a third group are suspected, a fourth group are on parole, a fifth are on probation after their sentences have been served.

Enlargement needs a change and a serious one at that. This opinion united in Zagreb the foreign ministers of Bulgaria and Croatia. The Bulgarian Minister Daniel Mitov was far bolder in his vision, while his Croatian counterpart was more concentrated on sending messages to certain neighbouring states. The two met in the capital of Croatia in the beginning of May, but spoke about enlargement separately. Miro Kovač spoke at a round table, at which it was discussed what the new EU foreign and security policy should look like, while Daniel Mitov spoke to a wide audience in the EU’s house in Zagreb during his two-day visit, and later clarified some of his positions in an interview for euinside.

Former justice minister does not believe the words of the head of the European Commission Jean-Claude Juncker (Luxembourg, EPP) that the CVM will be cancelled by the end of his term (2019). According to him, Juncker's words were misinterpreted, and ultimately it's not what he would say, but what member states will. He urged to put an end to the expectations that the mechanism will be abolished. A big drawback of the mechanism as it stands is that the missions are only four times a year, last for a week, and cover too wide a range of issues. Furthermore, the reports are the subject of political negotiations and lobbying.

Hungary pointed out several technical issues, while Sweden announced that it could support all articles with the exception of Article 25, mainly due to interception. Spain, on the other hand, fully dismissed Article 26a. The Luxembourg presidency joked that obviously the Council is working by the reverse principle – we do not disagree on anything until we disagree on everything. The Netherlands did admit straightforward that at the moment the political situation in the country does not allow for a decision to be made on this issue. Moreover, the Dutch representative insisted that the text on the meeting says that a "broad consensual support" was achieved, like in the previous meeting.

He said this on the occasion of the decision of the Constitutional court to reject the sexual education introduced by the Ministry of Education with the argument that there was no broad public debate on the new curriculum which, too, caused heated debates in the Croatian society. The questions whether and who should manage the sexual education of youngsters on which, practically, their attitudes will later depend toward those who are different; whether homosexuals should get married and what rights and duties stem from that; whether this is a dictatorship of minority or democracy is governance of majority, reveal another stage of evolving societies.

Reforms need to be broadly based and well balanced in terms of short-term benefits and long-term costs. They should be country-specific but with a thought of boosting the common economic growth. Every area that impedes growth should be reformed. In some countries that is the judiciary, in others the public administration, in third, like Italy, there is a need to reform the labour market. Practically, Padoan says directly that the member states need to comply in their reforms programmes with the European Commission's country-specific recommendations under the European semester.

The idea of a financial transaction tax is circulating since last year, launched firstly by Commission President José Manuel Barroso, then by the President of the European Council Herman van Rompuy. Barroso was ambitious to impose the idea at a G20 level, but admitted defeat. However, the idea has a broad support in the European Parliament. A curious fact is that, so far, it has been launched more as a reward for the efforts of taxpayers to rescue the banking system, rather than, in plain text, as a new source for EU's budget. Regarding the carbon tax, so far the idea has been such a tax to be introduced across Europe, but to be collected by national governments in the form of an additional tax on energy.

As for increased fiscal integration and risk sharing, however, the IMF`s recommendations sound downright heretically against the background of sharp contradictions between the eurozone countries. According to the IMF "sufficiently large resources at the centre, matched by proper democratic controls and oversight" are needed. The road to this endpoint is long but the first step is to launch "a broad-based dialogue about what a fuller fiscal union would imply for the sovereignty of member states and the accountability of the centre." This sentence contains two of the biggest dilemmas of the eurozone – about national sovereignty and democratic legitimacy. You cannot make a step forward if you don`t solve these issues, the IMF says bluntly.

And there is a huge field for possible coordination even in a greater format by including Italy, for instance, whose Prime Minister Matteo Renzi is the author of a significant change of the EU's economic concept. Slovenia and Austria are members of the euro area, whereas for Croatia the perspective is too distant. What is common between them is that the three have very high public debt - above 80% of GDP. Austria is in the best economic condition of the three. It is among the big EU economies and is one of the few with the lowest unemployment rate - below 5%. Slovenia is in the middle with an unemployment level of around and below 10% whereas in Croatia the problem is huge - the unemployment here is above 17% and the country lines up right after Greece and Spain in terms of a share of young people among the unemployed. As member states of the euro area Austria and Slovenia are subject of budget coordination.

However, they criticise the way the constitutional amendments have been adopted. However, a new constitution resulting from broad consensus in the Turkish society is a pre-condition in order to be in line with European standards", according to a group's statement. The government is offering 60 reforms, which encompass a wide spectrum. The main measures are aimed at macroeconomic stability and fiscal sustainability. Lowering of public debt is the main priority of the team of Tihomir Orešković and Finance Minister Zdravko Marić. A reform in public procurement, bringing the public sector out in the light, reduction of government structures, Internet-isation and technological upgrade are due. The PM admits that reforms will not be easy, but are important and most of all fair. Backing his words is the spring economic forecast of the EC. It provides for GDP growth of 1.8% over this year and starting to speed up next year. There are several risks to the forecast and the EC evaluates them to be “considerable”.

And another very important thing, according to the two ministers - the additional resources for the IMF must come from a broad range of countries, which means not only from those that sympathise stronger with the euro. "Crucially, IMF resources cannot be a substitute for further steps by the eurozone to support its currency. The eurozone must increase the resources of its firewall so the markets can be reassured that it can respond to any eventuality", Osborne and Azumi write.

Through the years, while the euroscepticism has slowly been piling up in the public moods across Europe, it was these institutions - the representations of the Commission and the European Parliament - that were called to communicate the EU as something we all need and they failed. Often the events they organise are completely non-interesting to the broad audience. European priorities are being promoted that have been too far from the everyday lives of the people and their own national discussions. There are rare occasions, however, when the EU proves that it can and must be a platform for (its) crucial issues. It can, through its representations in the member states, and should seek ways to restore the already severely damaged fabric of our common interest. The investment plan, the rule of law, immigration, the European semester, foreign policy, the energy union are all issues that affect all the member states together but in a different way. It is important the national debate to be brought up at EU level and vice versa - the EU level to come down to the national one. When in such discussions take part the decision-makers then they are worth every euro invested in them. Otherwise the question 'do we need these representation offices' remains completely valid until the next negotiations on the multiannual EU budget.

It is not the first time that Bulgaria has rushed to help Croatia, which it has no open issues with. Sofia and Zagreb joined forces (once again vs. Serbia) for the recognition of Kosovo. At that time they were joined by Budapest. The three states recognised the new post-Yugoslav state in a joint declaration. History remembers other similar occasions when Bulgaria and Croatia joined forces against Serbia. Both, however, state that to them the accession of Serbia and the Western Balkans countries in general is a key priority. So far, Bulgaria is not going to veto the opening of any particular chapter of the negotiations with Serbia, but it is quite possible to do so if it has to. Besides Bulgaria, support for Croatia is already coming from other EU states, which is going to put an end to Croatian isolation on this issue. This will surely not be liked by the large players on the European scene, but it would be a mistake if Croatian conditions are viewed as a simply bilateral issue, for it is about a much wider context and even a civilisation orientation.

The situation with regard to freedom of expression has deteriorated further significantly in Turkey, in particular through arrests and prosecution of journalists on terrorism charges and closure of a wide range of media outlets”, is written in the general part of the report. In countries of the Western Balkans there is evidence of political intervention in the work of public media, non-transparent financing of media and continued threats against journalists, goes the EC’s assessment this year.

In the days before the meeting tension between states of the Western Balkans route rose again after Hungary, obviously as an answer to the “achievements” of the October 15th summit in Brussels, tightened its border control at the border with Croatia, threatening to do the same with Slovenia in an attempt to isolate itself from the route. Croatia, which is in the heat of a campaign for the parliamentary elections on November 8th, found itself again in a situation of exchanging accusations with Serbia and Slovenia. While accusing Serbia for bringing in too many refugees at the border, whom it cannot not process fast enough, Slovenia was complaining that Croatia is transporting refugees too fast and at too large a number without sending prior notice. Zagreb claimed they are working well with Ljubljana and that there is a negotiated corridor. Ljubljana, however denied it and even accused Croatia of purposefully transporting refugees to spots, where the Slovenians were not expecting them.

He also proposes a widening of the range of the CVM to include other topics, which is also hinted at in this year's report itself. Among these topics could be the work of the Interior Ministry. "This is a topic, which hitherto the CVM has treated for years only very superficially. Without this issue, a much more serious attention to it, a much more serious analysis, much more serious recommendations, we will remain stuck. The same applies to our security agencies."

As a result of the crisis, the EU decided to establish new institutions, related to the European financial supervision: the European Board for Systemic Risk (which Mr Barnier again called with his favorite metaphor “the controlling tower”) and the European supervisory authorities: the European Banking Authority, the European Securities and Markets Authority and the European Insurance and Occupational Pensions Authority. The new authorities must begin work early next year. This, however, is questionable because of the failure of the negotiations on 2011 budget between the Council and the European Parliament. Nevertheless, the Commissioner is optimistic: “The decision, which was adopted unanimously by the Council of Ministers, received broad support from MEPs from all groups, including the Bulgarian MEPs. Therefore, I am filled with confidence that on the first of January these three mechanisms will be able to start functioning.”

Brussels civil servants often get irritated when we, journalists, start making assessments of documents of theirs, especially when it comes to reports on progress toward European membership. Then, most frequently, we resort to assessments like "positive", "good", while national politicians love to say "balanced" and "unbiased". The reason is that seldom ordinary citizens read such documents to be able to get into the, in fact, really very biased and most of all neutral assessments of the European Commission on the progress of the countries who aspire one day to become members of the Union. A problem emerges when either side tries to "translate" the report in a comprehensive way to their audiences - politicians powder it a bit in order to protect their ratings and media simplify it in order to "sell" a really difficult news to digest. That is why very often the problems these reports contain under the "Brussels language" remain unnoticed by the broader public.

Almost a month later, the formation of the new government, led by the unfamiliar member of the Croatian Canadian Diaspora Tihomir Orešković, unleashed a new wave of scandals, fears, and admissions that Croatia had not made peace with its past. The conclusion of the Commission is that the economic imbalances in Slovenia are still manageable, but it is necessary the government to act decisively and quickly by completing the necessary reforms. But will it be able to is a question which more and more remains without an answer. Last week, Slovene Prime Minister Alenka Bratusek was in Brussels to meet with European Commission President Jose Manuel Barroso. After the meeting, she firmly stated that Slovenia did not have any intention to ask for a bailout and could handle the crisis on its own. She admitted that the country's biggest problem was the banking sector, but that by June a "bad" bank would be established to absorb the "bad" assets. Among the other measures Bratusek's government (left wing) intends to undertake and for which it claims broad support is secured, are reforms of the pension system and the labour market.

In every debate about budget it is important how we conduct it – whether we should have top downs – first to agree on the overall size and then to discuss on policies – or should we have bottom-ups – first do the discussion about the policies and then to arrive at the final figure. As Ms Ambassador said already, we have unanimous support for seven-year length and an overlap with Europe 2020 and we have also quite a broad support for the proposed overall structure with many Member States being in favour of having a heading for the Cohesion Policy instead of a sub-ceiling. Then, there is the discussion on the so called “out of the debate” items. As I said, the Member States want to have more if not all of these items in the budget.

Over the past year we were often hearing Brussels say that Greece needed broad political consensus for the implementation of the bailout programmes. And even more often we were seeing the failure of the Greek political forces to achieve that. Until last November, when the then prime minister George Papandreou threw the bomb of a referendum for the euro. On the verge of bankruptcy without a second bailout, the Greek political parties agreed to form a government of national unity, stipulating early elections to be held in the spring of 2012. Meanwhile, the technocratic government of Lucas Papademos, supported by the EU, had to move forward the reforms envisaged in the second rescue programme.
