In such a context, think tanks, as far as they have influence on policy making, may be seen as illegitimate sponsors of ideas behind the back of the people. This is a serious challenge to the legitimacy of think tanks, which should be addressed by them responsibly. This means that they need to operate under enhanced transparency conditions.
