We praise the Government of Armenia for taking positive steps to tackle violence against women. The establishment of a specialized police department dealing with cases of domestic violence and broadcast of awareness raising reports on domestic violence on the police website demonstrate readiness to combat domestic violence. We welcome the legal amendments on broadening the scope of responsibilities of social workers to provide support to victims of domestic violence and hope that they will be adopted by the National Assembly in near future. We also commend the adoption of the National Action Plan by the Government on combating one of the most heartless forms of violence against women, pre-natal sex selection.

The confidence that the world places in United Nations peacekeeping is reflected in its massive growth in recent years, in terms of both numbers and complexity. Fifteen years ago, the UN had fewer than 40,000 military and police personnel. Today, more than 105,000 uniformed personnel from 124 troop- and police-contributing countries serve under the blue flag, along with 18,000 international and national civilian staff and UN Volunteers. We are concerned at credible reports of excessive use of force by police officers, including against journalists, in their handling of protests in Yerevan on 23 June, and call on the authorities to investigate the incidents thoroughly and promptly. On September 26 and 27, 2016 IOM Mission in Armenia conducted two-day interactive workshop on Information management in case of crisis with migration dimension. The workshop was focused on identification of gaps on data exchange and information management in case of crisis situations and stimulation of cooperation between responsible state bodies and international organizations. The workshop participants, represented RA Ministry of Emergency Situations, State Migration Service, Border Guard Troops of National Security Service, Ministry of Defense, RA Police, International Committee of the Red Cross, UNHCR, discussed different scenarios of displacement, cross-border movement, as well as quick survey/registration tools and government needs in such situations. IOM shared with its data collection and data storage tools, its globally developed methodology on registration, displacement tracking, information management and analysis, information sharing and data protection.

The United Nations in Armenia in cooperation with the Government, international community and civil society will host a press conference dedicated to the International Day for the Elimination of Violence against Women. The representatives of the Ministry of Labour and Social Issues, Police, the Coalition to Stop Violence against Women are expected to speak at the conference. Representatives of the EU Delegation, U.S. and UK embassies, Council of Europe and OSCE in Armenia will also make opening remarks. The press conference will be followed by an award ceremony of the winners of the “My Daughter” contest run by UNFPA in partnership with Mediamax. A photo exhibition by the 4Plus Documentary Photography Centre, dedicated to the theme of the day, will also open on the same day at the UN house.

A press conference dedicated to the launch of the International Narcotics Control Board (INCB) Annual report for 2013 took place today at the UN House. UN Resident Coordinator, UNDP Resident Representative Bradley Busetto opened the event. Present were government officials from the Police Department of the Fight against Organized Crime and Illicit Drug Trafficking, the National Security Service, Representatives from the Ministries of Justice, Health, Prosecutor General\'s Office, National Security Council and State Revenue Committee, National AIDS Center, representatives from specialized NGOs and journalists. A discussion evolved about the findings of the report, global tendencies and Armenia’s situation in this sphere.

All border management agencies are actively involved in the process. Their staff – border guards and customs officers, officials from State Service for Food Safety and Ministry of Healthcare, as well as police - have been trained in the past years enabling them to meaningfully implement the concept of IBM and thus ensure swift and smooth inter-agency cooperation and information exchange, which are critical elements towards reaching the strategic objective of open, but secure borders. New Standard Operating Procedures for border management agencies are being prepared for use at all BCPs. These will fully reflect the introduction of new national systems such as “Single Window,” as well as cross-border harmonization of procedures with Georgia.
