There are regular concerns expressed by Kyrgyzstan related to the EAEU and the Russian military base in the country. Note that Kyrgyzstan is considered the most democratic one among the post-Soviet countries of Central Asia in spite of the fact that one of the opposition leaders was arrested there on the eve of Putin’s visit.  Putin made the following statement in Bishkek, “If one day Kyrgyzstan says that they have strengthened their own Armed Forces to a degree when they will not need such a base anymore, we will leave immediately”. In that way, he actually closed the topic, hinting that the aforementioned day is not close to arriving.

Naturally, Standing Committees on Human Rights do not exist in other countries of Eurasian Economic Union. In Russia, for example, Russia’s Commissioner for Human Rights may apply to the State Duma with a proposal to create an ad hoc committee, but there is no such permanent committee in the Russian parliament. Moreover, the Acting Commissioner Tatyana Moskalekova, assuming this post in 2016 , made a remarkable statement, noting that she plans to focus her main attention on issues related to labor relations and the rights of Russian citizens abroad. She stated that she is going to fight against “the use of human rights as a tool by the West.”

Moreover, this happened in many European countries where Russia does not have any competitors for supply of gas, and Armenia does have other neighbors (Iran, for instance) which export gas. The common sense tells us that Iran should have competed with Russia, offering gas with more favorable conditions. As a result, the price for gas would suffer a more rapid decline here compared to Europe.

С ноября прошлого года, когда турецкими ВВС на границе с Сирией был сбит российский бомбардировщик, отношения между Анкарой и Москвой беспрецедентно обострились и в этом контексте были открыты некоторые «армянские карты», которые Россия готовилась применить с целью оказания определенного давления на Турцию. В частности, руководитель партии «Справедливая Россия» Сергей Миронов и депутат Николай Левичев представили в Государственную думу законопроект, предусматривающий введение уголовной ответственности за отрицание факта геноцида армян, а секретарь ЦК КПРФ Сергей Обухов и заместитель председателя партии Валерий Рашкин обратились к Президенту РФ Владимиру Путину и министру иностранных дел Сергею Лаврову с предложением аннулировать подписанный 16 марта 1921 года Московский договор о российско-турецкой дружбе. Именно эти две «армянские карты» должны были, с одной стороны, оказывать давление на Анкару, а с другой – обеспечить Кремлю поддержку армянской общественности. Но эта российская тактика не успела получить развитие.

The international Freedom House organization characterizes Nagorno Karabakh as a partially free state from the viewpoint of political freedoms. Moreover, Freedom House gave Nagorno Karabakh 5 points on the 7-point scale (where 1 is the best score and 7 is the worst). Getting such a score is an evidence of considerable violations of political freedoms and democratic principles. It is worth noting that Freedom House used to regard Nagorno Karabakh as “not free” (6 points) because opposition representatives did not participate in the parliamentary elections of May 2010. However, after allowing the opposition to participate in the presidential elections of July 2010, Nagorno Karabakh again began to be regarded as “partially free”. In fact, Nagorno Karabakh not only has not had any positive development from the viewpoint of political freedoms during the last five years, but also managed to register democratic regress for some period of time.
