حاول العسكريون منذ البداية الاستفادة من الثورة في التخلص من النفوذ المتزايد لكل من رجال الأعمال والشرطة. غير أن اتساع نطاق الاحتجاجات الاجتماعية ألجأهم لتطوير تحالف سلطة جديد، ضم الإخوان – بوصفهم حركة محافظة ذات شعبية واسعة تمكنها من احتواء مطالبات التغيير – والشرطة – بعد أن وجهت إليها الثورة ضربة أضعفتها وأخضعتها للسلطان العسكري. وهذا التحالف - الذي بدأ يتشكل في مارس 2011، وظل متماسكا حتى ديسمبر/كانون الأول 2012 – ووجه بتحديات كبيرة في ظل ظرف ثوري أوجد معارضة لتوجهاته لا من قبل الجماهير فحسب، وإنما من قبل قواعد أطرافه الثلاثة، وإن بدرجات متفاوتة. كما ووجه بتحديات أخرى تتصل بصراعات القوة النسبية لكل طرف في داخل التحالف.

This coalition of these three groups began forming in March 2011, and remained together until late 2012. While it lasted, the Brotherhood, army and police exercised different levels of influence within the coalition, with each group forced to fight battles on three fronts in parallel: they fought to maintain cohesion within their own group, they battled with their coalition partners for increasing influence, and they battled for public support in the face of escalating protests.

كتابة ورقة متابعة سياسية عن ليبيا ليست عملية سهلة. فمن الصعب قراءة وتحليل مشهد سياسي يتشكل في بلد حكمه معمر القذافي الذي أدار البلاد بنظام سياسي يرتكز على مفهوم ألا نظام وألا دولة لما يزيد عن 42 عاما. كما أننا بصدد بيئة تعاني من التصحر السياسي، وانعدام الممارسة والخبرة السياسية. وقد عبرت ليبيا منذ قيام ثورة 17 شباط/فبراير2011 بمحطات ثورية واجتماعية وسياسية، ونقاط تحول استراتيجية نحو بناء دولة جديدة. وكانت انتخابات المؤتمر الوطني العام التي أُجريت في شهر تموز/ يوليو 2012 والأداء الديمقراطي الرائع للشعب الليبي أبرز تلك المحطات.

Writing an analysis on Libya is not an easy thing to do. It is difficult to study and analyse a political scene still under construction, in a country that Muammar Gaddafi ruled for 42 years without a clear political system or a state structure. What we have instead is a political wilderness without the slightest hint of political experience or expertise. However, since the February 17, 2011, Revolution, and in a bid to forge a new state, Libya has undergone several revolutionary, political, and social stages, accompanied by a process of strategic transformation. The General National Congress elections that took place in July 2012 and the impressive democratic performance of the Libyan people are the most significant of these stages.
