Already in 2010, the Government took measures to combat violence, more specifically concerning domestic violence. According to the Prime Minister’s decision ( number 213-A) held on March 30, 2010, an interagency committee against gender-based violence was created in Armenia, the goal of which is to  increase the effectiveness of preventative measures regarding gender-based violence as well as to develop national program “Against Gender Based Violence”. The creation of the Interagency Committee is a step symbolizing political will, which has shown RA Government’s readiness to take clear measures against gender based violence in the Republic of Armenia.

Expelling from the MST program because of using other drugs is also stated in methadone treatment guideline of Ministry of Health of the Republic of Armenia. MST has been introduced in Armenia in 2009, but the guideline was developed three years before that – in 2006. As Madoyan tells, when the guideline was being developed, no one had experience and maybe it was normal for that time: “We did not deal with these issues. It was assumed that the doctor wouldn’t come with a smile in their face and tell their patient to go and have a suffering”. The program funder Global Fund recommends following the guidelines of WHO, which is followed by western countries and where “dirty” test results are not a cause for removal.

We live in a country with many double standards and even though images of sexual violence might assault us from many corners, it is still considered inappropriate to teach about human sexuality in our schools and/or churches. These are the very places – in addition to the home – where we need to have thoughtful conversations about healthy sexuality and human relationships – especially in the Internet age. Also, there are often moneyed interests (such as the pharmaceutical industry) that don’t typically convey accurate information about drugs or medical procedures. And there continue to be routine practices (for e.g. in the field of maternity care) that are not grounded in the best available evidence. So sometimes it is hard to share the results of reproductive health research because of resistance to more public discussion of this information, and sometimes it is hard to get airtime for a more balanced view of a given issue, when well-funded corporate interests have so many more resources to disseminate misinformation.

The main purpose of this day is to get the public’s attention, by raising awareness on the issues of violence, intolerance, harassment, and discrimination and by developing relevant and effective solutions in an effort to eliminate them. The International Day of Silence is directed to the world wide public and aims to capture people’s attention on the spread of hate crimes against LGBT communities, homophobia, bullying, physical and psychological abuse, discrimination and intolerance. Every year, thousands of people take part in the events dedicated to the Day of Silence in an effort to increase participation and activism for the reduction of homophobia in educational institutions. This is an opportunity to show the public that this problem concerns not only the LGBT people, but also us, our family members, relatives, friends and all layers of the society.

Time has been shown that HIV programs are most effective when based on people’s voluntary, informed, and open engagement with evidence-based health services. Such services should inform and educate people about HIV, encourage them to adopt healthy behaviors, and offer them a variety of proven prevention and care options that acknowledge the realities of their lives and allow them to choose what is most effective. However, recent trends toward coercive and “one size fits all” approaches have placed proven HIV and AIDS services in unprecedented jeopardy.
