Prispevek je fragmentaren prikaz odnosa enega dela slovenskih izseljenih izobražencev, trajnih in začasnih, na Češkem in Hrvaškem. Po svojih političnih prepričanjih so bili to večinoma narodno zavedni izobraženci, navdušeni za slovansko vzajemnost, nekateri pa so bili tudi rusofili. Na Češko so odhajali na študij prostovoljno, v znak protesta proti neenakopravnemu položaju Slovanov v državi. Pričakovali so pravo slovansko okolje/vzdušje, ki so ga sicer res lahko spoznali; v nasprotju s Slovenijo pa so se na Češkem soočili tudi z obstojem židovske skupnosti, ki je na Slovenskem ni bilo. Tako so lahko spremljali tudi odklonilen odnos Čehov do Židov in skozi tega – vsaj nekateri, npr. Marn in Radešček – svoje odklonilno stališče še poglobili. Specifične politične razmere na Hrvaškem so prisilile tiste, ki jih je zaposlila oblast oz. zaradi svojih političnih prepričanj niso našli dela doma in so prisilno »pristali« na Hrvaškem, da ne svojih političnih prepričanj ne odklonilnega odnosa do Židov niso objavljali javno. Ali pa so jih objavili, npr. Trdina, šele potem, ko so Hrvaško zapustili.

L'Écosse a pris une voie légèrement différente pour l'élaboration d'un concordat. Dans ce pays, le concordat a été élaboré par un groupe de travail mixte formé de représentants du Scottish Council of Voluntary Organisations (SCVO - pendant écossais du NCVO), d'autres organismes-cadres nationaux et du Scottish Office. Les dirigeants du secteur bénévole et communautaire en Écosse ont profité de l'occasion créée par l'engagement du Labour Party à négocier un concordat, et il leur est rapidement devenu manifeste, de même qu'au gouvernement Blair, qu'il devrait y avoir un concordat distinct pour l'Écosse, compte tenu des différentes institutions d'État et de la situation politique actuelle10. Il n'est jamais venu à l'esprit des dirigeants du secteur en Écosse de procéder autrement qu'en participant dès le début à un processus conjoint, et ce, pour plusieurs raisons. Premièrement, l'élaboration d'un concordat est survenue à une période critique dans la dévolution des pouvoirs de Westminster à un Parlement écossais, mais lorsqu'elle a commencé, il n'y avait qu'un ministre pour l'Écosse, ce qui a renforcé la valeur d'un processus conjoint faisant appel aux responsables. Les dirigeants du secteur bénévole et communautaire étaient vivement intéressés par l'établissement de liens solides avec les fonctionnaires postés en Écosse, non seulement parce qu'ils détiennent le vrai pouvoir, mais aussi parce qu'en prévision de la dévolution, il était possible d'élargir à la démocratie de bonnes relations de travail avec la bureaucratie. Deuxièmement, une série précédente d'accords de type concordat entre le secteur et les administrations locales s'était effondrée lors du remaniement du gouvernement à partir du centre, ce qui avait causé des déceptions et un certain scepticisme au sein du secteur. Ce dernier voulait donc que les représentants du gouvernement soient à la table dès le début pour s'assurer qu'ils étaient en jeu.
