Bei der baden-württembergischen Kommission in Stuttgart etwa seien, laut deren Vorsitzenden Edgar Wais, im Jahr 2007 lediglich 100 Anträge eingegangen, im Jahr zuvor dagegen noch 400. Auch die Berliner Härtefallkommission gibt an, im vergangenen Jahr mit 291 Fällen im Vergleich zum Jahr 2006 (820 Fälle) erheblich weniger Anträge erhalten zu haben. Die Stuttgarter Kommission gibt zudem an, es komme derzeit zu einer höheren Empfehlungsquote als bisher, was einer besseren Begründung der Anträge geschuldet sei. Hier läge das Augenmerk der Antragsteller stärker auf der Integration, erklärte Wais.
