J'ai retiré de mes consultations l'impression très nette que le Japon dispose de flexibilités dont il peut user dans les négociations. Dans mon nouveau rôle, je dois respecter la confidentialité de mes entretiens avec les gouvernements Membres et je ne répondrai donc à aucune question concernant l'évolution de la position d'un Membre. Je peux cependant dire que je trouve encourageant l'engagement en faveur du Cycle que j'ai pu constater dans les plus hautes sphères du gouvernement japonais.
