Indeed, the funding of the cohesion policy should be included in a broader debate on the future EU budget lest it cannot achieve its aims. Equally important for our towns and regions is the need to take into account the territorial impact of EU policies; by this we mean: what is the combined impact of all these separate policies (economy, transport, social, environment...) in each region, each province or municipality? Similarly, the future cohesion policy must focus more on the link between urban and rural areas. Urban and rural areas are more and more linked to each other in terms of transport, employment and environment to name but a few. In fact the cohesion policy should seek to strengthen the cohesion between rural and urban Europe!

We however contend that Member States should have the possibility to add a mark-up to the toll above the 25% threshold proposed by the Commission, so as to enable the toll to reflect the specific conditions in that area. We also believe that particular account should be taken of urban areas in the legislation. We would stress that, while there is no explicit definition of 'particularly sensitive regions" in the proposal, this category should include urban areas due to the considerable congestion, pollution and health problems to which they are subject. We believe that this would create greater synergy between this proposal and the thematic strategy on the urban environment, which is currently under preparation.

We highlight that whilst policies are needed to support metropolitan growth regions in a context of increased global competition, this must not be to the detriment of small and medium-sized towns and rural areas. Europe is a continent of small and medium-sized towns (SMESTOs) - 72% of Europe's population lives in communities with populations of less than 100,000. SMESTOs are important for Europe's competitiveness and cohesion. They play a vital role both in terms of economic development and as central nodes for the provision of public services. We therefore call on Ministers to develop and articulate a much clearer vision for Europe's SMESTOs, which link with the vision being developed for larger urban and metropolitan areas.

 CEMR insists on the need for coherency between the future White Paper on EU transport policy and both the reviewed Lisbon strategy for growth and jobs and the revised EU sustainable development strategy, both to be published in 2010. The White Paper should also be in line with the objectives of the EU climate and energy package and the future international agreement on climate.  We emphasize the necessary territorial dimension of the future White paper. Transport plays a key role to ensure the competitiveness of the economy of urban and rural areas and is also a relevant tool to foster social inclusion. We therefore suggest that social and territorial cohesion should be better reflected in the policy objectives of the EU transport policy.
